About this file

This document is a Justification for Single Source Awards for a federal contract opportunity from the Department of Veterans Affairs (VA), VISN 09, Network Contracting Office 9. The VA requires continuity of several services from Censis Technologies, Inc. related to their Censitrac instrument tracking software, which is the only solution approved by the VA's national RTLS program office. The services include renewal subscriptions for InstrumenTrac, Service+, Censitrac GOV Cloud Server, and ScopeTrac Stand Advanced. The total estimated cost for 6 months of these services is under the simplified acquisition threshold. The VA previously conducted market research but found no other vendors capable of meeting the VA's requirements. The VA intends to award a 6-month option to Censis Technologies to ensure continuous service, with an anticipated award date no later than 8/31/2024.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Censis Censitrac instrument tracking software (ITS) is the only software product approved by the VA national real-time location systems (RTLS) program office for sterile processing workflow. As such, to maintain compliance with the VA RTLS baseline standards, Censitrac is the only standard of ITS-software eligible for use in the VA’s sterile processing ecosystem. No other vendors who provide similar solutions in the commercial market have been vetted for use in VA and, therefore, would be prohibitive from a capability and cost perspective.
