About this file

This is a Justification for Single Source Award document from the Department of Veterans Affairs (VA) for a medical equipment procurement under FAR 12.102(a).

The James H. Quillen Veterans Affairs Medical Center (VAMC) in Mountain Home, Tennessee seeks to procure and install a Centargo Dual Injector multi-patient, dual-syringe contrast media delivery system for its Radiology Department. The estimated contract value is $157,978.00. The system is required to be compatible with the facility's existing Philips CT Scanner and must support newer workflow and consumable-management technology designed for high-volume CT operations. Market research identified two alternative manufacturers—Ulrich Medical and Bracco—both of which offer multi-patient contrast delivery capabilities; however, neither system has been validated for interface with VA VistA Imaging or confirmed compatibility with the Philips CT scanner currently installed at the facility. The Medrad Centargo system remains the only identified solution that meets all facility requirements including multi-patient workflow functionality, consumable management flexibility, operational continuity, and validated compatibility with the existing Philips CT environment while minimizing implementation risk. The Contracting Officer, Camen Hanczyk, certified approval of the single source justification in accordance with FAR 19.104-1, with price reasonableness to be documented on the S19 Open Market Award Documentation Form with Abstract.

Justification for Single Source Awards IAW RFO FAR 12.102(a) For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C249-26-AP-2492

1. Contracting Activity: Department of Veterans Affairs, Veteran Integrated Service

Network 9, Network Contracting Office 9, 1639 Medical Center Parkway, Suite 204, Murfreesboro, TN, 37129 and the James H. Quillen VAMC, Corner of Lamont & Veterans Way, Mountain Home TN 37684.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The James H. Quillen VAMC Radiology Department has a ‘brand-name or equal’ requirement for the purchase and installation of the Centargo Dual Injector multi-patient, dual-syringe contrast media delivery system that is compatible with the hospital’s existing Philips CT Scanner focused on newer workflow and consumable-management technology designed for high-volume CT operations.

Estimated Amount: $157,978.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Centargo CT Injection System is unique due to its Multi-patient / extended-use workflow capability designed for high-throughput CT environments and compatibility with bulk contrast delivery configurations to reduce reliance on proprietary pre-filled syringes. It has advanced air detection and pressure monitoring safeguards. The system touchscreen programmable protocol management and Independent injector assignment for each CT scanner to maintain operational continuity. The Medrad Centargo system for this requirement is specifically focused on newer workflow and consumable-management technology designed for high-volume CT operations and after our market research appears to be only system compatible with our existing Philips CT Scanner system with these specific characteristics..

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted of the other manufacturers that produce CT injector systems. However, based on our market research for newly evolving technology, there appears to be very limited systems currently offering the bulk contrast-multi patient delivery style of workflow and consumable flexibility within the CT injector market that will meet this requirement. The following manufacturers systems were reviewed in our market research and following are our findings:

The Ulrich Medical CT Injector System was evaluated as a potential alternative. The Ulrich injector offers a multi-patient contrast delivery workflow similar to the required functionality. However, the system has not been validated for interface with VA VistA Imaging and is not included on the VA-approved interface list as of June 2026. The injector relies on the manufacturer's SYNCOPEN interface to communicate with CT scanners. Compatibility is dependent upon CT scanner manufacturer support and validation of the interface. While the injector may be technically capable of interfacing with certain CT scanners, compatibility with the currently installed Philips CT scanner has not been confirmed and therefore introduces implementation and operational risk.

Bracco CT Injector System

The Bracco CT Injector System was also evaluated as a potential alternative. Bracco offers a multi-patient contrast delivery solution; however, the system is not currently approved or validated for interface with VA VistA Imaging. As a result, the system would require additional interface validation and testing before it could be considered a viable replacement.

Market Research Summary

Based on market research findings, both GE Ulrich Injector/Ulrich Medical and Bracco offer injector systems that provide certain multi-patient contrast delivery capabilities.

However, neither system currently possesses a validated and approved interface within the VA VistA Imaging environment. The Medrad Centargo remains the only identified solution that meets the facility's requirements for multi-patient workflow, consumable management, operational continuity, and compatibility with the existing Philips CT environment while minimizing implementation risk.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR
