About this file

This is a Justification for Single Source Awards document under FAR 12.102(a) for commercial products and services, issued by the Department of Veterans Affairs (VA).

The contracting activity is VISN 12, Clement J. Zablocki VA Medical Center, NCO 12 Construction Team 1, with Purchase Request 2237 (#695-25-3-6023-1981) and Purchase Order #695C60524. The VA requires emergency repair services for a broken water main and fire sprinkler system, with an estimated contract value of $38,200.00. The scope of work includes removing a concrete walkway over the broken pipe, excavating and exposing the pipe, conducting necessary repairs or replacing a section if required, removing and replacing a shutoff valve, and restoring the ground and walkway to its original condition including concrete. Grunau Company was selected as the sole source contractor due to their immediate availability and onsite presence at the time of the emergency. The contractor possessed the necessary specialized equipment and capability to perform deep, complex, and confined-space excavations required for underground utility repairs. The selection was justified by the critical nature of the infrastructure failure, the need for rapid response to mitigate safety risks and protect VA employees and patients, and Grunau's capacity to complete the deep-trench excavation work in a timely manner. The Contracting Officer, Ryan McMillin, certified the purchase on August 7, 2026, as accurate and complete in accordance with FAR 12.102(a).

The contractor need to remove and replace shutoff valve. The contractor shall than repair ground and walk way back the way it was, including concrete, before water main break. The facility provided an IGE of $38,200.00 for the work.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Grunau Company was selected to handle the emergency water main break due to their availability. They were already onsite with the necceasry equipment. Once contacted, the Contract Specialist learned that they had both the neccessary equipment and capability to immediately begin the work necessary. The incident required immediate attention to prevent further damage to adjacent VA property and for the protection of VA employees and patients.

4. Description of market research conducted and results or statement why it was not conducted:

The selection of Grunau ensured a rapid response to mitigate safety risks and restore essential water services to Building 6. The awardee Grunau provided immediate service for critical infrastructure failures; they possessed the equipment to handle deep, complex, and confined-space excavations to repair underground utilities; and they were equipped to repair the fire sprinkler system watermain break. A primary factor in their selection was their availability at the time of the break and their capacity to complete deep-trench excavations in a timely manner.
