About this file

This is a Justification for Single Source Award under FAR 12.102(a) issued by the Department of Veterans Affairs for emergency facility repairs at the Tomah VA Medical Center.

The contracting activity is VISN 12, Clement J. Zablocki VA Medical Center, NCO 12 Construction Team 1 (Purchase Request 2237: #676-26-1-557-0053; Purchase Order #695C60213). On November 7, 2025, the Tomah VA Medical Center identified a substantial steam leak between Buildings 23 and 25 that required external contractor services beyond the capability of internal personnel. The work also included remediation of substantial mold on the east wall of Building 25 resulting from moisture damage. RHI, a general contractor already positioned on the Tomah VA grounds with necessary labor and materials available, was selected as the sole source contractor. The facility's Independent Government Estimate of $316,537 matched the contractor's estimated price for work completion. The contracting officer justified the single source selection based on RHI's immediate availability to provide rapid response and mitigate further facility damage. No formal market research was conducted due to the emergency nature and time-sensitive requirement. Contracting Officer Ryan McMillin approved the purchase on March 25, 2026, under FAR 12.102(a) authority for commercial products and services acquisition.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 12.102(a)

Acquisition Plan Action ID: 36C252-26-AP-1520

1. Contracting Activity:

Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical Center.

NCO 12 Construction Team 1 Purchase Request 2237: #676-26-1-557-0053 Purchase Order: #695C60213

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount:

On November 7th, 2025 The Tomah VA Medical Center informed the Great Lakes Acquisition Center (GLAC) that there was a somewhat substantial steam leak between Building 23 and 25. Subject repairs required were beyond the scope of the Tomah VA’s “shops” personnel and therefore an external contractor was needed to fix it. Additionally, there was substantial mold on the east wall of building 25 from the additional moisture. RHI is a general contractor that has the labor and material already on the Tomah VA grounds necessary to complete the work. The facility’s IGE of $316,537 matched to the penny the contractor’s estimated price to complete the work.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

RHI was selected due to their availability.

4. Description of market research conducted and results or statement why it was not conducted:

The selection of RHI ensured a rapid response alleviate the problem quickly, negating any further negative impact to the VA.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
