Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Veterans Healthcare Administration (VHA), Network Contracting Office

(NCO) 10, in support of Medical Service (MS) at the Louis Stokes Cleveland Veterans Affairs Medical Center (CLE VAMC), Cleveland, OH.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Department of Veterans Affairs, CLE VAMC requires a purchase order EditShare

EditShare EFS Series is a scalable shared storage solution that provides reliable high‐ performance ingest, logging, and storage/archive of shared media assets to meet the demands of a collaborative workflow. The system is engineered to be compatible with Windows, Mac OS and Linux workstations. It offers RAID‐6 protection and enterprise level of hardware redundancy. plus it offers a comprehensive management toolset that allows administrators to manage user accounts and assets.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Point Breeze Communicatins, Inc., is uniquely qualified to provide based on the following:

Single Namespace ‐ even with a mixture of (optional) Online & Nearline storage

Built‐in File Auditing ‐ provides administrators with the means to understand the Who, What, When, Where, and How of user interaction with valuable media assets

Performance – Guaranteed video performance/configurations can be built to support anyperformance requirement

Expandability – add storage nodes without downtime

Open Solution – works with Avid, Premiere, Resolve, FCP X, Flame, Maya, Nuke, Pro Tools, and more.

Media Space Versatility – optimized virtual volume types for different applications

FLOW MAM ‐ powerful, easy‐to‐use tools with NLE integration and remote workflows

Integrated Archiving ‐ backup/archive to LTO cartridges with ARK Tape

4. Description of market research conducted and results or statement why it was not conducted: Market research, as follows, was conducted by the Contracting Officer and the service to identify available domestic sources to meet the requirements:

VetCert (VA’s Veteran‐Owned Business Database):

o NAICS Code Searched: 334290 (Other Equipment Communications Equipment Manufacturing) o Results: 416 vendors were identified in the VetCert database under NAICS 334290; None could provide an EditShare that met the specific technical and regulatory requirements.

GSA eLibrary, ECAT, SAM.gov, Interagency Contract Directories, NAC, FPDS, SCMC, MSVP, BIC and FDA:

o Keywords Used: "EditShare" o Results: None could provide an EditShare that met the specific technical and regulatory requirements.

DSBS:

o NAICS Code Searched: 334290 (Other Equipment Communications Equipment Manufacturing) o Keywords Used: "EditShare" o Results: There were no results o

The OEM, EditShare, a small business, was contacted to receive a list of authorized distributors, with a concentration on SDVOSB and VOSB‐authorized distributors. The OEM stated that they currently only use Point Breeze Communications, a SDVOSB as their authorized distributor.

Based on these findings, no alternative vendors were identified that could fulfill the need without significant facility modifications, procurement delays, or operational disruptions. The VA Rule of Two could not be met; however, the SBA Rule of Two was met through identification of a single SDVOSB, Point Breeze Communications, authorized to distribute EditShare products.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
