About this file
This is a Justification for Single Source Award document from the Department of Veterans Affairs for an emergency procurement under FAR 13.106-1, with an effective date of 11/15/2024. The document justifies a sole-source award to R Brooks Mechanical for emergency repair of a broken 6" Transite watermain inside oval 2 at the Coatesville VA Medical Center in Pennsylvania.
The emergency repair is required due to a water main break that has left Building 58 without domestic water or heat, and has affected service to four fire hydrants. R Brooks Mechanical was selected due to their familiarity with the CVAMC campus water system, previous experience with emergency repairs, and ability to mobilize quickly. The contract was awarded for $27,350 on November 25, 2024, under contract number 36C24425P0117. Limited market research was conducted due to the urgent nature of the requirement, as delays could potentially cause harm to staff and patients and require facility relocations.

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Coatesville VA Medical Center, 1400
Blackhorse Hill Road, Coatesville, PA 19320.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Coatesville VAMC has an emergency procurement to repair a broken Transite watermain inside oval 2. Due to this water main break there is no domestic water or heat in building 58. If this repair is not performed staff will need to be reloacated and services suspended or cancelled until the building can be brought back into service.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This water main feeds domestic water to oval 2 and also supplies water to 4 fire hydrants. The repair is needed to restore water to building 58 and two of the fire hydrants. There is now no running water or heating due to this outage. R Brooks Mechanical is familiar with the CVAMC campus water system and has performed emergency repairs on campus water mains in the past. They have also installed new water mains in other areas of the campus. They are able to mobilize quickly and
The urgency of this service request precludes full and open competition as delaying this award could cause serious complications for Coatesville, PA VAMC.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by contacting a vendor who has performed emergency repairs on the campus water mains in the past along construction of new water mains in other areas of the campus. Engineering assessments were also performed in house.
Market research was conducted, and it was determined that these services are available on the open market. Due to the urgency of this requirement, it was determined that these services are too critical in nature to delay the award. A delay could potentially cause undue harm to staff and patients at the Coatesville VAMC. The urgency of this service request precludes any further market research.
