Market research conducted by the contracting activity included searches of the SBA DSBS database under NAICS code 332311 (Prefabricated Metal Building and Component Manufacturing), which identified 330 SDVOSB firms generally and 24 small businesses specifically, and GSA schedule searches that identified Landscape Forms as a scheduled contractor under contract GS-03F-0008Y. The contracting officer determined that multiple certified SDVOSBs can supply these canopies through open market competition, satisfying the Rule of Two, and therefore no SDVOSB set-aside will be pursued. Contracting Officer Phillip Crockett certified approval of the single-source purchase on July 15, 2026, in accordance with FAR 13.106-1(b).

Justification for Single Source Awards IAW FAR 13.106-1
For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C241-26-AP-3093
1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 1, in support of VISN 1, Brockton VA Medical Center 940 Belmont Street Brockton, MA 02301-5596.
Funding 523-26-3-5201-0078.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, brand name requirement. Brockton VA Medical Center requires the purchase of four (4)
Landscape Forms Kaleidoscope Exterior shelters to support activation of the Grace Trail at the
Brockton campus. These shelters provide critical shade, weather protection, and designated rest points for Veterans, staff, and visitors using the therapeutic one-mile trail. These shelters are open structure, two post offset units with solid metal canopies, engineered with dual ¼ inch thick welded and bolted steel frames to ensure structural stability and long term outdoor durability. They feature a weather and UV resistant powder coat finish in the specified Nutmeg color, a modular design that allows them to be surface mounted on existing concrete pads with cover plates, and the capability to withstand wind loads up to 146 mph, as required for safe installation on the Brockton campus trail system. Each shelter measures 87 1/4" deep x 116 1/4" wide x 106 1/2" high, providing shaded rest and reflection areas at designated points along the Grace Trail. The estimated value of the proposed action is$ 62,766.78
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VA Boston Healthcare System's Interior Designers along with the
Center for Development & Civic Engagement (CDCE) planning team evaluated multiple outdoor shelter concepts during development of the Grace Trail but ultimately selected the Landscape Forms
Kaleidoscope OS because it was the only model that aligned with the trail's aesthetic, functional, and therapeutic design standards established for Veteran engagement. The Grace Trail is a curated healing environment, and each shelter must contribute to a calm, cohesive visual experience while offering structural integrity and environmental protection at designated meditation points along the route. Alternative products varied too greatly in form, finish, engineering, and modular capability, which would disrupt visual consistency, interfere with planned site pad locations, and undermine the therapeutic flow CDCE intentionally designed into the one mile trail. The Kaleidoscope OS's specific dimensions, 2 post offset profile, powder coat finish, and engineered wind-load performance were determined to be essential elements of the unified design theme already adopted for Grace Trail activation, making this brand uniquely capable of meeting the established requirements. The Kaleidoscope 'OS model is the only shelter design that meets CDCE's specified structural, dimensional, and performance criteria. These shelters are required exactly as designed by the CDCE program office to execute the VA Boston Grace Trail activation. Changing brands would require redesigning site plans, re-engineering mount pads, and would delay activation past FY26.

4. Description of market research conducted and results or statement why it was not conducted: The
Contracting Activity initiated comprehensive market research to determine the availability of
Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and other small businesses capable of fulfilling the requirement for this Sterilization Equipment.
The first step was a search of the SBA database using NAICS code 332311 (Prefabricated Metal
Building and Component Manufacturing) with a filter for SDVOSB certification. This general search generated a broad pool of 330 SDVOSB contractors associated with this NAICS code. However, this only established the potential for SDVOSB involvement at the NAICS category level and did not confirm capability or authorization to distribute the specific brand and model of shelter equipment required.
The SBA DSBS database was queried using NAICS 332311 along with the keywords "Landscape
Forms", this targeted search yielded 24 small business profile, one of which was the OEM small business Landscape Forms.
A subsequent search using the keyword "Landscape Forms" under Awarding Office 36C241 in the
ADDS UP system identified 6 contract actions.
A GSA search with the keyword "Landscape Forms" identified 1 scheduled contractor, OEM small business Landscape Forms under contract # GS-03F-0008Y, however there are several SDVOSB's that can provide these canopies open market therefore a small business set-aside will not be pursued in order to allow competition amongst the OEM as the rule of two has been met.
Based on the results of market research, including the SBA DSBS database search under NAICS
332311, there is a reasonable expectation that two or more certified SDVOSBs can supply the required exterior shelter manufactured by Landscape Forms Inc., a domestic small-business manufacturer. The DSBS search identified 330 SDVOSB firms under NAICS 332311, demonstrating robust small-business participation and supporting the VA Rule of Two for an SDVOSB set-aside at a fair and reasonable price that offers best value to the Government.
