About this file
This is a Justification for Single Source Award document from the Department of Veterans Affairs for a procurement under the Simplified Acquisition Threshold ($250K) at Bay Pines VA Health Care System in Florida. The document justifies an urgent sole-source lease/rental of specialty medical equipment, specifically hospital beds and mattresses manufactured by Joerns, from Marathon Medical Corporation (an SDVOSB).
The previous contract expired on 1/31/2025, creating an urgent need to continue services until 9/30/2025 while a long-term contract is established. Market research identified 126 potential SDVOSB/VOSB vendors under NAICS 532283, but due to the urgent nature and existing equipment in use, the VA is proceeding with a sole-source award to Marathon Medical, who is Joerns Healthcare LLC's authorized SDVOSB distributor. Other VISN 8 stations (Orlando, Miami, and Tampa) have procured the same services through Marathon Medical. The document was signed by the Contracting Officer on 2/7/2025, and the subsequent contract (36C24825P0687) was awarded to Marathon Medical for $237,502.75 on 2/11/2025.

Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID#: 36C248-25-AP-2037
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C248-25-AP-2037
Contracting Activity: Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office East, Network Contracting Office (NCO) 08 on behalf of Bay Pines VA Health Care System located at 10,000 Bay Pines Blvd., Bay Pines, FL 33744.
Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
To provide lease/rental of specialty medical equipment, such as specialty bed rentals and mattress, for the sole purpose of short-term and/or long-term individualized patient care as identified by medical staff. The contractor shall be responsible for supporting a hospital bed management program in the areas of, bed rental, and mattress management. All equipment provided shall meet all electrical safety requirements for hospital equipment in accordance with the latest edition of National Fire Protection Association (NFPA)-99 Standard for Healthcare Facilities.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is an urgent and compelling need to lease beds. The previous contract expired on 1/31/2025, and the government requires the lease to continue until 9/30/2025 to enable continued usage with patients with the Bay Pines VAMC and the of a long term contract.
Description of market research conducted and results or statement why it was not conducted:
Limited market research was conducted, as this is an emergency requirement. The North American Industry Classification System (NAICS) ; (
Equipment and Supplies).
A Veteran Small Business Certification (VetCert) search utilizing NAICS code yielded Service-Disabled Veteran Owned Small Business (SDVOSB)/ Veteran Owned Small Business (VOSB) vendors that can possibly fulfill this requirement. However, this requirement is being procured IAW FAR 13.106-1(b) where an urgent and compelling need exists and following the ordering procedures would result in unacceptable delays. VA’s rationale is that as a result of the expiring VISN 8 contract, an unusual and compelling urgency exists which justifies precluding full and open competition.
Market research efforts include queries on Federal Procurement Data System (FPDS) and System for Award Management (SAM).
The Bay Pines VAMC had a contract to lease/rent specialty beds manufactured by Joerns. The contract expired on 01/31/2025, and the government requires and emergency acquisition to enable the government to continue using the beds currently used within the facility. This is an Urgent and Compelling Need to lease the specialty beds.
