About this file
This document provides justification for a single source award for preventive and corrective maintenance services on Hitachi Arietta ultrasound units for the Department of Veterans Affairs. The maintenance is required for five Hitachi ultrasound models used primarily by the Surgical Service at VA Connecticut, a complexity 1A hospital due to its academic affiliations and high profile cases. Specialized maintenance from the original equipment manufacturer, Hitachi Healthcare Americas, is necessary to maintain the high standard of patient care, as they have the expertise required and other providers would void the manufacturer's warranty. Market research did not reveal any other capable providers that could meet this need. The estimated value of the proposed single source award is $199,000.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-23-AP-5511
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 1, located at
Bedford MA, in support of VISN 01, VA Health Care System at West Haven Medical Center 2237 # 689-24-1-7441-0002.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Preventive and Corrective Maintenance Services on the Hitachi Arietta ultrasound units.
Manufacturer: Hitachi Healthcare Americas Models: U6AR0069, U6AR0070, U6AR0074, U7AR0553, U7AR0554. The estimated value of the proposed action is $ 199,000.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Hitachi ultrasounds are critical diagnostic equipment used primarily by the Surgical Service. VA Connecticut is a complexity 1A hospital due to our academic affiliations and the high profile cases completely within our intuition. In order to withhold the high standard of patient care at VA Connecticut, the ultrasounds need to be maintained properly. Specialized maintenance will result in higher patient care and will greatly eliminate patient care issues associated with the equipment.
Only the OEM, Hitachi Healthcare Americas, has the knowledge and expertise to complete corrective and preventative maintenance on these devices.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research did not reveal any potentially capable SD/VOSB that can provide this requirement.
VFCP cannot be applied. The VA Rule of Two cannot be met.
According to the OEM Fujifilm Healthcare Americas Corporation, they are the sole source service provider of the equipment listed on this requirement. No other concern can perform maintenance on this equipment without voiding the manufacturer’s warranty. No responses were received to the intent to sole source posting.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
