3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The endoscopy section requires the ability to complete radio-frequency ablation procedures. This is completed using a bipolar radiofrequency (heat) generator that works with the RFA balloon catheters to treat barrett’s esophagus which can be deadly if left untreated. The Barrx generator is the best item on the market and the staff is comfortable with it from the previous generator within the section. The procedure kills abnormal cells to prevent the tissue from turning cancerous. Once the abnormal cells are gone from the procedure, new healthy cells can replace them.

This item will replace the generator currently in use by the same brand name. Keeping the same brand will ensure standardization and quicker implementation.

4. Description of market research conducted and results or statement why it was not conducted:

No SBA NMR waiver is in place under NAICS Code 339112 for this class of equipment. Therefore, no SD/VOSB set-aside may be made. An SB set-aside can be made for the below SAT value of this procurement pursuant to VAAR 819.7003(e) and 13 CFR 121.406(c).

VIP search returned one SDVOSB. DSBS returned one SDVOSB. FPDS search revealed two SDVOSBs provided this product to the VA in 2017 and 2022.

SBA Rule of Two has been met. There is reasonable expectation that two or move small business will submit quotes at fair and reasonable prices and an award can be made that represents best value to the Government.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
