About this file
This is a Sole Source Justification document from the Department of Veterans Affairs for planned service maintenance on AGFA PACS systems at the San Diego VA Healthcare System. The justification supports a new contract (following previous contract 36C26219C0098) with a firm fixed price of $551,201.64 for license software service maintenance and support.
The required services include self-service portal access, incident management phone and remote support, and on-site repairs during business hours (8 AM - 5 PM PST) when issues cannot be resolved remotely. AGFA Healthcare Corporation is justified as the sole source provider as they are the original manufacturer holding proprietary rights to all equipment parts, software, and licensing, and do not allow third-party vendors to service their PACS equipment. The vendor must provide electronic field service reports within 7 days of each service call, including details of repairs, replacement parts, service hours, safety checks, and performance data. Market research conducted on 8/20/2024 found 1,398 similar AGFA requirements in FPDS, confirming pricing as fair and reasonable. The justification was approved by Program Assistant Michael Roman, Contract Specialist Felicia Simpson, and Contracting Officer Anita Amodia.
