Part 806.3 Other Than Full and Open Competition {OFOC) Attachment 7: Request for Sole Source Justification Format >SAT
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
An intent to sole source notice was posted to contract opportunities, 36C24122Q0930.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
This is a logical follow-on to contract 36C24121P0956 awarded on August 2, 2022. The pricing for this requirement remains the same as the current pricing, $1,500 per day. Awarding to the incumbent there is no need for applications training, delivery and set up, installation and removal of the hard drives which offers a cost savings of $20,900.00 to the VA. The unit is available on GSA from Salvadorini Consulting LLC for $77,702.22 per month which is about 72% higher than awarding to the incumbent.
8. Description of the Market Research Conducted and the Results. or a Statement of the Reasons
Market Research Was Not Conducted:
• Aquisition history reviewed o Previous Contract 36C24121P0956 -Awarded 08/02/2021 to LB Insight
Health Corp.
• Federal Procurement Data System (FPDS) o Searched FPDS using PSC W065 and keywords Mobile PET /CT yielding 22 results awarded to five different vendors, Insight Health Corp., RSOTOGO, Molecular Imaging Center-Texas Limited, LLC, American Health Research
Institute Incorporated, and Brigade Medical Services Inc.
• Vendor Information Pages (VIP) Database found at https://www.vetbiz.va.gov o 07/28/2022 -Searched VIP including NAICS 621512, PSC W065 and Keywords
Mobile PET /CT yielding one result.
• Non-mandatory Federal Supply Schedules (non VA) (See FAR 8.004(a)(l) and VAAR
808.004-70, Use of non-mandatory sources by VA (Class Deviation).
o 7/28/2022 -Searched GSA for "Phillips Gemini PET /CT 16 Slice CT Mobile
Unit" yielded eight results. Of the eight results only one was the same PET/CT unit and was a significantly greater lease cost.
• SBA Dynamic Small Business Database at: SBA - Dynamic Small Business Search o 7/28/2022 -A search including NAICS 621512 and keywords Mobile PET /CT yielded two results.
The unit is already on site and under contract until 8/20/2022. Awarding to the incumbent will significantly reduce the costs and provide the most consistent effective continuity of care. The additional costs of resoliciting would be the need for, application training, delivery and setup, installation and removal of the hard drive, and mobile unit cleaning. It is in the governments best interest to award to award to the incumbent.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
Full and open competition could cause undue delay and costs which will impact pataient care.
10. Listing of Sources that Expressed, in Writing. an Interest in the Acquisition:
Insight Health Corp.
