About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition under FAR 6.302-5 to award a sole source contract to Mabbett & Associates, Inc. for industrial hygiene noise sampling services at the VA Hines Information Technology Center (HITC) in Illinois and the Denver Regional Data Center (DRDC) in Colorado.
The scope of work includes providing 24-hour noise monitoring studies at the HITC mail room/print shop and DRDC data center floor over a consecutive 8-hour shift. The total estimated value of the contract is $15,000. The justification cites the statutory authority of Public Law 109-461 which allows VA contracting officers to award sole source contracts to Service-Disabled Veteran-Owned Small Businesses. The government conducted market research to identify potential SDVOSB/VOSB sources but determined Mabbett & Associates was the only qualified provider.
