About this file

This document is a Sole Source Justification (SSJ) for a Department of Veterans Affairs contract for preventative maintenance and repair services for Baxter/Hill-Rom hospital beds at the Bedford VAMC (Medical Center). The contract will be a firm-fixed-price (FFP) agreement with a base year and four option years, with a total estimated value of $592,000.00 ($107,117.00 for the base year). The VA determined that Hill-Rom/Baxter is the only vendor capable of providing these specialized services due to their unique qualifications, including product-specific training, certified technicians, and exclusive access to original equipment manufacturer (OEM) parts and software upgrades.

Market research was conducted through a sources sought notice and VetBiz search, which yielded only one large business response that was deemed incapable of meeting requirements. The VA concluded that Hill-Rom/Baxter is essential for maintaining the highest patient safety standards and that no other vendor can provide equivalent services without substantial cost duplication or unacceptable delays. The contract will be awarded under FAR 13.5 Simplified Acquisition Procedures for Certain Commercial Items, specifically invoking the "Only One Responsible Source" justification for restricting competition.
