About this file
This single source justification document proposes procuring sterile storage cabinets from Aldevra, a verified service-disabled veteran-owned small business, for $138,350.51. The Department of Veterans Affairs seeks the customizable sterile storage units for the West Haven Medical Center to decentralize sterile instrument storage and meet environmental requirements. Only Aldevra was identified during market research on VIP, FPDS, SAM.gov, and GSA to offer the needed sterile storage cabinets that require minimal facility construction for onsite installation. The contracting officer certified the single source purchase is in accordance with FAR 13.106-1(b). A related federal contract opportunity on the VA's VetBiz Opportunities website announces the intent to sole source award for Air Innovations sterile storage cabinets to Aldevra.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-23-AP-4587
1. Contracting Activity: Department of Veterans Affairs, RPOE, NCO 1 on behalf of 1VISN 10 West
Haven Medical Center, 950 Campbell Ave. West Haven, CT, 06516. Funding 689-21-2-7201-0009, Medical Center.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Air Innovations sterile storage cabinet SSC4500DX
Sterile storage units do not just create a barrier between items and potential contaminants like dust, dirt, viruses, or bacteria. They regulate the temperature and humidity to prevent decay and increase the shelf life of stored goods. Medical and industrial facilities need sterile storage capabilities for scrubs and head covers, as well as other sensitive items, such as surgical instrumentation, surgical implants, medications, and surgical setups. They decentralize the storage of sterile instruments.
Sterile Storage Cabinets will provide the end users a safe place to store their RME, that meets the VA Directive 1116 (2) for environmental requirements.
Estimated Cost: $138,350.51
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These cabinets are designed to require minimal to no facility construction for installation, while providing onsite installation by the vendor. The customizable units are designed to fit within specific areas, to eliminate the need for construction prior to installation.
4. Description of market research conducted and results or statement why it was not conducted:
Conducted a search on VIP using keyword “sterile storage cabinet” resulted in one vendor Aldevra a SDVOSB. Aldevra is current with their VetCert. I also check FPDS and SAM.gov using keyword “sterile storage cabinet”, Aldevra was the only SDVOSB. I conducted the same search on GSA which resulted in no matches.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
