Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C260-23-AP-2906

1. Contracting Activity: Department of Veterans Affairs, Regional Procurement Office West, Network Contracting Office 20 in support of VISN 20, VA Puget Sound Health Care System (VAPUGHCS), Research and Development (151), 2237: 663-23-4-3163-0734.

2.

3. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VA Puget Sound Health Care System – Seattle Division (VAPSHCS – SEA), Research and Development Service (R&D), has a new requirement for a base plus four year, firm fixed price contract for high quality DNA/RNA sequencing service considerable expertise in cancer genomics to be used in an ongoing research study to determine the mechanisms of progression to lethal prostate cancer and how to treat it.

Total Estimated Cost of the contract is as follows:

Option Period Cost Base Year (05/15/2023 – 05/14/2024) $5,796.00 Option Year 1 (05/15/2024 – 05/14/2025) $6,085.80 Option Year 2 (05/15/2025 – 05/14/2026) $6,390.90 Option Year 3 (05/15/2026 – 05/14/2027) $6,709.59 Option Year 4 (05/15/2027 – 05/14/2028) $7,045.07

Total Estimated Cost: $32,027.36

4. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The RNA sequencing must be done at Fred Hutchinson Cancer Center (FHCC) for comparability to multiple other RNA sequence studies VAPSHCS has performed on these research projects. If the RNA sequencing were not done on an identical platform, they would potentially have to repeat previous RNA sequence runs. This would more than double the cost of the proposed experiments and significantly delay completion.

5. Description of market research conducted and results or statement why it was not conducted:

A VetCert search on the SBA website using NAICS code 541715 populated 774 results. A dynamic small business search on the SBA website using NAICS code 541715 with key word “Genomic Sequencing” populated zero (0) SBA results. While a general search using NAICS code 541715, produced 774 SD/VOSB results, this is a follow-on research and development requirement. Market research indicated that the requirement was previously procured for the end user from the Fred Hutchinson Cancer Research Center (FHCRC) with excellent results. Cancer research involving Genomic sequencing requires continued use of the same vendor for scientific continuity and https://www.acquisition.gov/?q=/browse/far/13

Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 2 of 2 comparative reasons therefore it was determined that only one source was reasonably available IAW FAR 13.106-1(b)(1)(i).

The previous acquisition, contract number: 36C26021P0514 was awarded sole source to Fred Hutchinson Cancer Research Center (FHCRC), a large business, on 04/20/2021, in the amount of $37,364.22 to provide Genomic sequencing for prostate cancer research for a base plus four-year contract (04/21/2021 – 04/20/2026). Option year was unable to be exercised as FHCRC did not have an active SAM UEI. FHCRC advised that they had underwent a merger and their administrative office has been non-responsive in requests for documentation IAW FAR Subpart 42.12. Contract ended on 04/20/2023.

The end user conducted market research and did not find any other suitable option. No other research or core facility was identified that could offer comparable services. The University of Washington (UW) Department of Pathology Genomics Center is focused on whole human genome sequencing and the UW uses the Fred Hutchinson Cancer Center (FHCC) for many of their UW cancer genetic studies. Cancer research involving RNA DNA sequencing requires continued use of the same vendor for scientific continuity and comparative reasons therefore, to ensure scientific continuity in the ongoing research, it was determined that FHCC, a large business, is the only source reasonable available to provide this service.

6. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
