Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Edward Hines Jr. VAH. Joliet CBOC in Joliet, Illinois, has a need for the purchase, installation, and integration with current SURVEILLANCE EQUIPMENT. This requirement is to be utilized at the Joliet CBOC.

Estimated Amount:

Unique characteristics that limit availability to only one brand, with the reason no other supplies or services can be used:

Over the course of several decades, disparate types and brand names of Physical Access Control (PACS), Intrusion Detection (IDS), and Video Surveillance (VSS) systems have been installed at Edward Hines Jr. VAH, Joliet CBOC and the surrounding CBOCs. Most of these existing systems are not compatible with each other, are obsolete, or are no longer compliant with OIT and VA security requirements.

The Edward Hines Jr. VAH Police Service is required to replace obsolete and non-complaint (Security Risk) systems and to consolidate dissimilate components through a cohesive upgrade solution that will provide uniform platform for police service operations. This process, which started in 2019, when E.NORMAN SECURITY SYSTEMS INC. upgraded one of old PACS systems to LenelS2 OnGuard, will take several more months to complete, and will consist of multiple phases.

Product lines which were selected for this upgrade program are the most innovative, modern, flexible, and expandable solutions on the market. All of them are approved for use at VA facilities, have a long history of successful installations throughout VA network, have excellent factory and local support, and they can be integrated with each other.

Currently, there are three projects in progress at the Edward Hines Jr. VAH: relocation of Police Service Security Operations Center (SOC) to new facility in Building 1, upgrade of multiple IDS systems at various locations, and replacement of Keyscan PACS system in the Emergency Department in Building 200. These three contracts have been awarded to E.NORMAN SECURITY SYSTEMS INC. and projects are well underway.

Engaging another vendor, in the middle of projects in progress, will cause confusion, disruption of work, and errors in programming. It will also void any warranties.
