About this file
This is a Justification and Approval (J&A) document for a sole source procurement by the Department of Veterans Affairs, VISN 02, Buffalo VA Medical Center. The contracting activity seeks to procure Corian Solid Surface Countertop Sheets in the Lavadrift pattern for a one-time, firm fixed price contract valued at $110,000.00. The procurement includes 50 sheets total (25 sheets of 1/2 inch thickness, 60 inches wide, and 144 inches long) destined for two locations: 3495 Bailey Avenue in Buffalo, NY and 222 Richmond Avenue in Batavia, NY. The supplies are intended to seamlessly replace old and damaged countertops with exact matching materials to ensure continuity and visual compatibility.
The J&A justifies the use of other than full and open competition under 41 USC §3304(a)(1), citing that only one responsible source exists capable of meeting the agency's needs. Market research determined that Dupont manufactures the Corian Lavadrift sheets and maintains exclusive distribution authority, permitting only one business per geographic region to distribute the product. Parksite is identified as the sole authorized vendor in this region. The Lavadrift pattern cannot be reproduced by alternative manufacturers, and no equivalent brand or substitute is available. Searches of GSA schedules, FPDS, and SBA databases confirmed no competing sources offer bulk Lavadrift sheets. The contracting officer certified the anticipated cost as fair and reasonable based on comparison to the Independent Government Cost Estimate, comparable prior procurements, and engineering estimates. The document was digitally signed by Jerome Okonzak (Requirements Certification) on January 20, 2026, and by Contracting Officer Anthony Murray on the same date.

3. Statutory Authority Permitting Other than Full and Open Competition:
( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by
RFO 6.103-1;
( ) (2) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by RFO 6.103-2;
( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per 41 USC §3304(a)(3) as implemented by RFO 6.103-3;
( ) (4) International Agreement per 41 USC §3304(a)(4) as implemented by RFO 6.103-4
( ) (5) Authorized or Required by Statute per 41 USC §3304(a)(5) as implemented by RFO 6.103-5;

( ) (7) Public Interest per 41 USC §3304(a)(7) as implemented by RFO 6.103-7;
4. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The Corian Lavadrift sheets are manufactured by Dupont. Dupont does not distribute, rather they allow one business per map region to distribute their product. In this case, Parksite is the only vendor with direct OEM authorization to do
so. The Lavadrift pattern is not able to be reproduced by another manufacturer and brand name or equivalent was not a possibility. These characteristics are not interchangeable with other items nor would finishes be compatible.
5. Description of Efforts Made to ensure that offers are solicited from as many potential sources as possible (including whether a notice was or will be publicized as required by RFO Part 5 and, if not, which exception under RFO Part 5 applies):
Market research was conducted to determine whether alternative manufacturers could provide this item and do so within the specified region. It was determined that Dupont has the patent on this pattern and design and sole authority to determine which vendor would get an LOA.
6. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The pricing anticipated to the government is deemed to be fair and reasonable when in comparison to the IGCE and their subcategories and relationship with comparable procurements using FPDS. The scale of this project is larger than most but in comparison on a per piece scale; the pricing is extremely comparable. Engineering estimates, and prior bills of material were used to make this determination as well.
7. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-5

GSA was searched for the term “Corian,” and Symbiote is the only manufactuer to populate. They are limited to production of backsplash and lavadrift is not a pattern that they had available.
GSA was searched for “Corian solid surface,” and 2 vendors were located. Neither has the ability to provide bulk lavadrift sheets.
FPDS was searched for “Corian,” and the VA has completed 56 past contracts for corian items.
FPDS was searched for “Corian lavadrift,” and 0 results were located.
An SBA search for Parksite indicated that there were no small businesses by this name.
As described in Section 6 above, market research, in accordance with RFO Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.
BAA was taken into consideration but the materials required are produced in the United States.
