Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: VA-21-00028548
1. Contracting Activity: Department of Veterans Affairs, VISN 1, VA New England Healthcare System, VISN 1 2237: 650-21-480-0009
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Provide professional services to the VA that support the EPA requirements of the new Stormwater Permit that is applicable to the Boston, Bedford, Central Western MA, Connecticut and Manchester stations. EPA recently made updates to the existing stormwater regulations requiring the VA to update their Stormwater Management Plans, policies and stormwater facility data.
Amount: $134,368
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Statement of Work for the proposed services was developed from a Base Contract with two options years. The specifics outline in the SOW reflects the work outlined for Option Year 2, however, the underlying IDIQ services contract that was used to determine costs, has since expired. The existing contractor, Woodard & Curran, has already developed the current Stormwater Management Plans, training materials, reference guides and required policies detailed in the SOW for the Base Year and Option Year 1. Contracting with Woodard & Curran to complete the tasks outline in the SOW (Option Year 2) would be beneficial to the government due to the following:
Task 8.0 (a) Develop Quick Reference Guides per state specific requirements - Woodard & Curran authored each stations Stormwater Management Plan, supporting policies and programs during the base and option year 1 contracts. They have site specific knowledge, information and background to perform this work efficiently.
Task 8.0 (b) Develop preliminary Phosphorous Control Plans for West Roxbury and Jamaica Plain
– Woodard & Curran designed the large-scale Phosphorous Reduction System located at the Jamaica Plain facility. They have also drafted a Phosphorous Reduction policy for both West Roxbury and Jamaica Plain therefore have the necessary required calculations/documentation to fully develop a Phosphorous Control Plan according to EPA’s new requirements.

Task 8.0 (c) Stormwater Management Plan (SWMP) and Illicit Discharge Detection and Elimination (IDDE) manual updates – EPA modified some of the requirements for these programs. Woodard & Curran is the author of our existing SWMP’s and IDDE’s. Having them provide the necessary updates will be cost effective for the government.
Task 9.0 Update the available Wetland information into WebGIS. WebGIS is a proprietary database developed by Woodard & Curran that the VA utilizes to meet EPA Stormwater mapping requirements. Only Woodard & Curran can complete this task.
4. Description of market research conducted and results or statement why it was not conducted:
The contractor provided costs in conjunction with the IDIQ contract that was used during the original Base Year of this contract. The IDIQ market research that was conducted serves as market research for this SOW.
