VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:36C252‐21‐AP‐3846

1. Contracting Activity: Department of Veterans Affairs, VISN‐12 VA Illiana Healthcare System, Danville, Illinois.

GREAT LAKES ACQUISITION CENTER

115 SOUTH 84TH STREET, SUITE 101

MILWAUKEE, WI 53214‐1476

PR: 550‐21‐3‐132‐0850

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Infinity Police Lockers, to match existing lockers, for the VA Police Dept. which is expanding.

The estimated amount for this purchase is $42,724.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

These lockers are made to be able to hold all the duty equipment issued to a VA Police Officer and their uniforms with a dedicated firearms box in the locker. VA Police currently have 30 of these lockers installed. As a logical follow‐on to the initial competitive purchase these additional lockers would be standardized with the current lockers and provide the same storage unit to all officers. Use of alternative lockers creates an alternative workplace standard for new officers in violation of the unions master agreement.

4. Description of market research conducted and results or statement why it was not conducted:

These Infinity Police Lockers are not available on the National IDIQ Furniture Contract. This brand of locker is not available on GSA Advantage/FSS. Also, this is not available on any SAC Contract. Further market research reveals that these lockers are available from at least two small business Vendors, and one large business Vendor. On doing a VIP search no SDVOSB/VOSB Vendors were listed as carrying this brand of locker. The Contract Specialist therefore intends to solicit open market quotes as a small business set‐aside.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Note: COs are required to make a determination of price reasonableness IAW FAR 13.106‐3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
