VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C260-21-AP-2343_________

1. Contracting Activity: Department of Veterans Affairs, VISN 20, Alaska VA Healthcare (AVAHS-464)

Department of Veterans Affairs Network Contracting Office 20 (NCO 20) 5115 NE 82nd Street, Ste. 102 Vancouver, WA 98662

2237: 463-21-2-9961-0031

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Three audio booths: IAC Model 120A-4 Double Walled Test Chambers, with installation. Outside dimensions (l)10'6" x (w)9'0" x (h)8'4". Inside dimensions (l) 8'6" x (w) 7'0" x (h) 7'0". Standard 30x24 window. Installation included.

Estimated Amount:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Pursuant to 38 U.S.C 8127(b), this requirement will be awarded to SDVOSB vendor Patriot Purveyors LLC as the sole source distributor of IAC Audiology equipment for Small Business Manufacturer IAC Acoustics. This requirement meets the guidance and rules of the Non-Manufacturer Rule (NMR).

This procurement is also IAW FAR 813.106-1(b) ‘Soliciting from a single source’.

The audio booths need to be wheelchair accessible. IAC acoustics is the only brand that provides a ½” ledge at the doorway that does not require a ramp. The design of wheel-chair accessible audio booths from other vendors include ramps, which have shown to be unsuccessful within the AVAHS in the past, because it requires VA employees to lift more than the standard 35 lb. limit.

Additionally, space constraints in the areas where the audio booths will be installed do not allow for ramps.

4. Description of market research conducted and results or statement why it was not conducted:

Sources Sought notice was issued to all SDVOSB/VOSB vendors found in VIP under NAICS code 334510 (3/24/21 - 3/30/21). One SDVOSB vendor, Patriot Purveyors LLC responded they are able and willing to provide the requested equipment. Manufacturer IAC Acoustics has designated Patriot Purveyors LLC as their sole source provider of the requested equipment. Award will be made to Patriot Purveyors LLC IAW FAR 813.106-1(b), Soliciting from a Single Source. Item was not located in the National Strategic Sources Listing. Item was not found in GSAAdvantage.
