VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C248-20-AP-20-2971

1. Contracting Activity: Department of Veterans Affairs, VISN 08, Orlando Veterans Affairs Healthcare

System, Network Contracting Office 08, Commodities.

2237 Ref Number: 672-20-2-103-0182

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Caribbean VA Healthcare System, Cardiology Service requests a Confidense Carto 3 Mapping Module software for the Carto 3 system, Estimated Amount: $34,500.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Carto 3 System is in place and in-use in San Juan, Puerto Rico VA facility. To maintain up to date mapping solutions, it’s in the best interest to maintain this procurement as a brand name only that the software is not compatible with any other system in the commercial marketplace. The equipment software needs to be installed and maintained locally.

4. Description of market research conducted and results or statement why it was not conducted:

A search in the Strategic Acquisition Center, General Supply Administration, Solutions for Enterprise- Wide Procurement (SEWP) and Dynamic Small Business Search resulted in zero findings. A Carto 3 System is available in the National Acquisition Center but not the software. Original Equipment Manufacturer Biosense Webster belongs to Johnson & Johnson Medical Company. Biosense Webster provided two SDVOSB vendors that are capable to provide the item. Solicitation 36C24820Q1020 posted on Contracting Opportunities on July 11, 2020 to set-aside to SDVOSB resulted in zero quotes. Inquiry to the sources resulted in the fact that the two SDVOSBs could not support the island of Puerto Rico. Sole source to Johnson & Johnson International in Puerto Rico is the only strategy, so they can locally support the local facility with the upgrade and field technician support.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
