Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Network Contracting Office 1, Regional Procurement Office East on behalf of the Department of Veterans Affairs, Veterans Integrated Service Networks (VISN) 1, Manchester VA Medical Center 718 Smyth Road Manchester, NH 03104-7007. Funding 608-26-1-7915-0009.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, brand name requirement. The Contracting Activity is looking to acquire delivery and installation of (1) Sonosite ST Ultrasound System solely manufactured by OEM LB FUJIFILM SONOSITE, INC. (UEI: GL33N7Y7WX98), 21919 30th Drive SE, Bothell, WA 98021. New Hampshire’s VA Health Care System, Manchester Campus is procuring one Fujifilm SonoSite ST ultrasound system, a replacement for an end-of-life ultrasound that are a part of the facility’s system. Since the Fujifilm Sonosite is compatible with the current system, Fujifilm is a vendor that can supply the Sonosite needed to maintain system compatibility. Manchester VAMC has a Fujifilm Sonosite already which leads to less clinical training for end users. The system will include the ultrasound itself, one non-invasive C5-1 ultrasound transducer, one invasive L15-4 ultrasound transducer, and a cart and basket for storage. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Sonosite ST features optimized exam types for the POCUS-guided procedures used most often, including nerve block administration in regional anesthesia, vascular access in emergency medicine, and joint injections in musculoskeletal care. This enables proceduralists to rapidly access the appropriate exam types for their procedures at the touch of a button, allowing them to surface the most needed optimizations, annotations and calipers to simplify their workflow. The Sonosite ST ultrasound system is peculiar to the LB OEM Fujifilm SonoSite Inc and represents the best value for the government in this procurement of a new Point of Care ultrasound system. The all-touch 21” interface of the SonoSite ST is unique in the Point of Care ultrasound market and allows for an easy to control user interface, table-side visibility for the patient, and exceptional maneuverability within and between exam rooms. The SonoSite ST height-adjustable cart is one of a kind and is necessary for ease of use in the point of care setting. This item also features SonoSite Voice Assist, which allows for hands-free controls for common modes and features. Voice assist allows clinicians to minimize the risk of infection during procedures utilizing the invasive probe. VISN 1: New England Healthcare System currently utilizes Fujifilm Sonosite Ultrasound Systems at several campuses within VISN 1 Healthcare System and standardizing this equipment is required due to implications related to patient safety and avoidance of unnecessary training and maintenance costs. Standardization of medical equipment has been shown to be a “best practice” for reducing risk of staff errors while providing patient care. Having one brand of equipment ensures staff members are confident in the operation and capabilities of the equipment.
Fujifilm Sonosite offers more exclusive features than its competitors that meet the requirements of the VA medical center’s staff using the equipment.

4. Description of market research conducted and results or statement why it was not conducted:
The Contracting Activity conducted its first search on SBA VetCert using NAICS 334510 which produced 321 total results. GSA e-Library search under manufacturer “Fujifilm Medical” produced 1 schedule contractor, SB Micromed LLC who is not authorized to provide this ultrasound. FPDS search using keyword “Sonosite ST” under the Department of Veteran Affairs generated 19 contract actions for the same or similar equipment, all purchased through the OEM and their authorized SDVOSB distributors, Synergy, Bravo Inc, and DGA Medical. SBA DSBS search using NAICS 334510 along with keyword “Fujifilm” returned 1 profile, SDVOSB First Nations Distribution LLC. Last search was on NAC using product number “L31500” which yielded no active items. Market Research leads 3 or 4 SDVOSB’s that can provide this Fujifilm brand Ultrasound System, a combined synopsis set-aside to SDVOSB will be published on Contract Opportunities for 14 days.
