DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C261‐22‐AP‐3895

1. Contracting Activity: Department of Veterans Affairs, Veterans Integrated Service Network 21, Network Contracting Office 21, on behalf of the VA Sierra Nevada Healthcare System Medical Center. PR: 654‐23‐1‐068‐0002

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VA Sierra Nevada Healthcare System has a lease and support only requirement for a ScriptPro SP 200/CCC Robotic Prescription Dispensing System and associated accessories. Estimated at

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The current ScriptPro system is compatible with VASNHCS technology. This robotic dispensing system is already in use at our VAMC. Installing another vendor’s dispensing system would result in countless hours of retraining numerous staff, thus impacting timely pharmaceutical care to our patients. VASNHCS has a current contract with the vendor and they are meeting the government’s needs. ScriptPro offers superior features compared to other vendors such as the on‐screen drug image to verify the medication being dispensed, versatility to collate prescriptions in various ways and prevents cross‐contamination of medications by filling directly from the dispensing cells into the vials. Additionally, available market research did not indicate of any other firm that rents and supports this equipment.

4. Description of market research conducted and results or statement why it was not conducted:

Several government resources were reviewed while conducting market research including SEWP, the SAC, the NAC, GSA Advantage, FPDS, GSA eLibrary, vetbiz, and SAM.gov. A sources sought was issued from 06/23/2022‐ 06/30/2022 under ID 36C26122Q0750. The OEM was contacted for a list of distributors between 08/13/2022‐ 08/25/2022.

SAM.Gov was reviewed, where order 36C25022F0765 was found. This action was sole sourced to ScriptPro for maintenance services for a robotic prescription dispensing system.

FPDS was reviewed, where an award (75H70922F80059) in the amount of to ScriptPro USA inc for Robotic Prescription Dispenser Rental and Support services was found.

A Sources Sought Notice was issued on Contract opportunities from 06/23/2022 to 06/30/2022 under ID 36C26122Q0750. No responses were received. Vetbiz was reviewed, and it was

Last Updated: 02/01/22 Page 2 of 2 determined that there were veteran businesses that sell this type of equipment ( ) however it could not be determined if the dispenser system could be rented instead of purchased.

Further this SDVOSB is not a distributor of ScriptPro USA Inc.

Correspondence was exchanged with ScriptPro where a sole source letter was obtained. In the letter, ScriptPro states that they have 1 distributor, , that sell their equipment for purchase. The letter did not elaborate if also rents their equipment.

Additionally the letter asserts that ScriptPro is the sole service/maintenance provider for their equipment available on their GSA contract (36F79719D0135).

GSA eLibrary was reviewed, searching SIN A‐92 (Medication and Supply Packaging and Dispensing Equipment) resulted in 26 Contractors. None of these contractors responded to the sources sought notice.

None of the other market research sources showed different results than what was already obtained.

Though ScriptPro utilizes an authorized distributor for selling its equipment, it is the sole provider of maintenance on its rented systems which is a significant component of this action. It is the Government’s best interest to sole source this requirement to ScriptPro USA Inc

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
