About this file
This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs, Network Contracting Office 23 (NCO23) in Coralville, Iowa, in support of the Iowa City VA Health Care System.
The acquisition seeks a base plus two option years sole-source, firm-fixed-price contract with Revvity Health Sciences, Inc for comprehensive support, maintenance, updates, and upgrades to the IVIS Lumina S5 Imaging System. The estimated contract value is $68,295.65. The justification for single-source procurement is based on the proprietary nature of the equipment and services, with only the Original Equipment Manufacturer (OEM) authorized to possess and provide the required technical data, diagnostic tools, access credentials, and certified software necessary to maintain system integrity and prevent malfunction that could adversely impact patient care. Market research included searches on the GSA eLibrary (zero results for "Ivis"), Federal Procurement Database Systems using NAICS Code 334516 (53,121 results), and DSBS SBA databases identifying 518 small businesses in the category. A Notice of Intent to Sole Source was posted to Contract Opportunities on April 14, 2026, with responses due April 27, 2026; no replies were received. The Contracting Officer, Emanuel Nevarez, certified approval on August 10, 2026, in accordance with RFO 12.102(a) for acquisitions exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
