About this file
This document is a Justification for Single Source Awards under FAR 13.106-1 for acquisitions exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, Veterans Integrated Service Network 04 (NCO4), Altoona VA Medical Center, located in Altoona, Pennsylvania, requires Kunkle safety valves to replace outdated valves in the boiler system. Specifically, the facility needs four model 300LLU01-AS0115 valves (2.5-inch 300# x 4-inch 150#) and four model 300LKH01-AS0110 valves (2-inch 300# x 3-inch 150#). These valves are required to ensure proper boiler operation, maintain safety compliance, and support reliable steam pressure relief protection in accordance with Directive 1810 and the VHA 8th Edition Safety Device Testing Manual. Alternate products are not acceptable because substitutions would require costly modifications to the boilers and main steam header, potentially resulting in several hundred thousand dollars in additional expenses, replacement of steam lines, and multiple excavation projects that could disrupt facility operations and patient care.
Market research was conducted using the SBA Dynamic Small Business Search under NAICS code 332410 to identify Service-Disabled Veteran-Owned Small Business (SDVOSB) vendors. No SDVOSB vendors capable of meeting requirements were identified through the initial search or GSA Advantage. A Sources Sought Notice posted for ten calendar days resulted in responses from two SDVOSB vendors indicating capability to provide the required product through the open market. The requirement is appropriate for and will be set aside for small business competition on the open market. The contracting officer, Holly Bricker, certified the justification as accurate and complete on May 28, 2026.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C244-26-AP-2610
1. Contracting Activity: Department of Veterans Affairs, Veterans Integrated Service Network
04 (NCO4), Altoona VA Medical Center, located at 2907 Pleasant Valley Boulevard, Altoona, PA, 16602.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Kunkle safety valaves are required for the boiler system to replace outdated valves that are no longer considered safe for continued use. The replacement valaves are necessary to ensure proper boiler operation, maintain safety compliance, and support reliable steam pressure relief protection.
Estimated Amount:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The specified safety valves are required due to their unique orifice configuration, relief capacity, set pressure, and inlet/outlet flange sizes.
Altoona VAMC requires four Kunkle valves model 300LLU01-AS0115, 2.5-inch 300# x 4-inch 150#, and four valves model 300LKH01-AS0110, 2-inch 300# x 3-inch 150#. Alternate products are not acceptable because the Kunkle valves are specifically required to ensure compliance with Directive 1810 and the VHA 8th Edition Safety Device Testing Manual as they pertain to steam pressure and steam relief capacity. Use of valves other than those specified may not ensure compliance and could require modifications to the boilers and/or main steam header. Such modifications would likely result in significant additional costs and potential disruption to patient care and facility operations. These costs may include, but are not limited to, replacement of existing steam lines and multiple excavation projects, potentially resulting in several hundred thousand dollars in additional expenses and substantial disruption to the facility’s heating system functionality.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted in accordance with acquisition requirements using the Small Business Administration (SBA) Dynamic Small Business Search under NAICS code 332410. The search was further refined to identify Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns using the key term “Kunkle Pressure Relief Valve.” The search did not identify any SDVOSB vendors capable of meeting the Government’s requirements. A subsequent search of GSA Advantage identified two SDVOSB vendors;
Acquisition ID# 36C244-26-AP-2610 however, the required items were not available under either vendor’s scheduled contract.
Additionally, a Sources Sought Notice was posted for ten calendar days and resulted in responses from two SDVOSB vendors indicating their capability to provide the required product through the open market. The required equipment is manufactured by a large business, and the applicable NAICS code is not subject to an SBA waiver. Based on the market research conducted and the results of the Nonmanufacturer Rule Decision Tool, this requirement is appropriate for and will be set aside for small business competition on the open market.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
