DEPARTMENT OF VETERANS AFFAIRS
SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL
ITEMS IN ACCORDANCE WITH FAR 13.5
Acquisition Plan Action ID:___ 36C244-23-AP-4102_________________________________________
1. Contracting Activity: Department of Veterans Affairs, VISN 04 on behalf of the Corporal Michael J.
Crescenz Department of Veterans Affairs Medical Center, Philadelphia, PA. All services listed in purchase request
2. Nature and/or Description of the Action Being Processed: This procurement is for sole source with VLogic Systems, Inc. for a second year Call against BPA 36C24422A0044.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: Continue maintenance and update existing VLogic Capital Assets and Facilities Management (CAFM) system used for the execution of business processes at each medical center in VISN 4. Build and maintain an electronic library of current architectural drawings that can be easily organized and retrieved by metadata that uniquely defines each drawing. Build and maintain a Capital Asset Inventory (CAI) Database capable of generating reports including Capital Asset Inventory (CAI) reports that shall ensure that all space within the Medical Center is accounted for and allocable to the specific categories required for reporting to the Veteran Health Administration. Host the solution on the cloud, giving users 24/7 access, from anywhere meeting the VA Office of Information and Technology (OIT) security requirements. Provide field verification surveys to guarantee the accuracy of architectural and utility drawings maintained on the database. Provide training to the medical center staff on the use of the database and customer support. Estimated Amount:
4. Statutory Authority Permitting Restricted Competition:
FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The VLogic web-based facility record document and data management solution is already in place at the Philadelphia VA Medical Center. It has already met VA OIT SaaS approval for collection of stored records, on-site survey of all buildings, generation of CAD drawings depicting current conditions, development of a digital library of all records, web-based scheduling feature, staff training, and end-user technical support for same, which is accessible to privileged VA staff and select consulting architect-engineer firm staff, meeting
Effective Date: 02/01/2022 Page 2 of 3 all current information security requirements for such records, and then maintaining this library.
The purpose of this Call is for VLogic to provide Field Verification Surveys for the architectural and utility drawings already maintained on their Database to guantee accuracy of the information that the Philadelphia VA has been submitting. To use another product at this time would cause a hardship for the Government, as the VLogic database is proprietary. A new vendor would need to start over from the very beginning, in order to get to the point where VLogic is now, resulting in extra time, effort, and money expended for the Government. The initial cost to create a database and scan facility drawings is based on cost per square foot. The new product would also have to go through the VA OIT process of approval which averages about a year to complete. This would result in the Government of not having these services during that time period.
5. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: VLogic Systems, Inc. (OEM), a small business with proprietary rights of the VLogic CAFM software has been the sole provider of CAFM services for VISN 4 facilities. Market Reaserch was performed to find if other vendors offer CAFM systems, specifically compatible with the VLogic proprietary software. GSA schedules, acquisition history, and industry vendors were reviewed to find CAFM system capabilites. The cost for CAFM services was comparable between the vendors, but due to the nature of the CAFM proprietary systems, databases are not transferrable and therefore introducing a new vendor and software would represent a duplication of work and a waste of funds already spent to implement and maintain what has already been completed. Market research determined no other vendor has the ability to provide maintenance, update, or implement modules on the VLogic Systems. VLogic’s sole reseller is not authorized and does not have the training or capability to perform the required services.
6. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Prices on the BPA were already determined fair and reasonable at time of award.
There is no need to conduct a separate fair and reasonable determination.
7. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: See #6 above
8. Any Other Facts Supporting the Use of Other than Full and Open Competition: None.
9. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: An intent to sole source, 36C24423Q1065, was posted on 8/2/2023 and closed on 8/4/2023 with no responses.
10. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to
Competition before Making subsequent acquisitions for the supplies or services required:
Continual market research will be conducted to determine if and when another vendor can provide the access, implementation of Modules, maintenance and updating of Modules, and Field Verification Surveys of VLogic Systems.
11. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
