About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) document from the Department of Veterans Affairs for a purchase exceeding the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT). The Wilmington VA Medical Center, Sterile Processing Service (SPS) department seeks to procure accessories and maintenance services for an AMSCO 7052HP Washer that was previously acquired through the Strategic Acquisition Center (SAC) contract 36C10G25D0002 (Delivery Order #460-D60587). The required items include the AcuDose Chemistry Dosing System (part numbers FD598, FD643, FD642), the SCS Conveyor System (part numbers SCSL053, SE602462), and first-year preventive care maintenance (part number SE1016810045). The AcuDose system delivers precise dosing of concentrated cleaning chemistries with integrated reporting capabilities, while the SCS Conveyor System automates the loading and unloading process to reduce manual handling and improve staff ergonomics. The preventive care program includes ConnectCare Service Portal access, remote monitoring, and comprehensive maintenance inspections using STERIS Engineering Service checklists.

The justification establishes that STERIS is the sole responsible source capable of fulfilling this requirement due to the proprietary nature of the AMSCO 7052HP Washer and the compatibility requirements of the accessories. Market research was conducted per FAR Part 10, confirming that the STERIS washers are only compatible with STERIS SCS Conveyor systems and that the AcuDose system has unique design features including an inverted bottle cap and proprietary keyed system preventing incorrect chemical placement. The contracting activity is NCO 04 Wilmington, NCO 04 Commodities 1. The Contracting Officer, Andrea Aultman-Smith, certified approval on February 27, 2026, in accordance with FAR 13.106-1(b) and FAR 6.302-1 provisions.

1. Contracting Activity:

Department of Veterans Affairs, VISN 04, Station 460 Wilmington VA Medical Center, Sterile Processing Service (SPS).

NCO 04 Wilmington, NCO 04 Commodities 1

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Wilmington VA Medical Center requires the AMSCO 7052HP Washer, a high-capacity medical washer specifically designed for use in Sterile Processing Services (SPS) departments. The washer is utilized for the automated cleaning and decontamination of surgical instruments, medical devices, and reusable equipment prior to sterilization. The washer has already been procured through the Strategic Acquisition Center (SAC) contract number 36C10G25D0002, the Delivery Order # is 460-D60587.

The additional accessories that are needed that are not covered under the SAC Contract include the AcuDose Chemistry Dosing System, SCS conveyor System and preventive care.

The AcuDose Chemistry Dosing is designed to deliver precise dosing of concentrated cleaning chemistries during manual cleaning while providing integrated reporting capabilities to help ensure consistent reprocessing success.

The SCS Conveyor System simplifies the loading and unloading of the washer. The rack slides effortlessly from the transfer cart onto the conveyor system without requiring staff to do any heavy lifting. At this point, the fully automated solution takes over and automatically selects the right washer to feed, allowing staff to return to productive work. As soon as the cycle is finished the rack is automatically unloaded from the washer and the next rack in line is fed into the washer.

First Year Preventive Care Connect AMSCO 7052HP maintenance inspection program that is designed to keep new STERIS equipment operating according to manufacturer’s requirements throughout the warranty period. Includes ConnectCare Service Portal access and remote monitoring connectivity eligible. The Inspection is conducted using the appropriate STERIS Engineering Service Preventive Maintenance Checklist and includes any PM parts, lubricants, testing and adjustments necessary.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Steris AMSCO 7052HP Washer possesses unique, proprietary characteristics that limit the availability of this requirement to a single source. The following Dosing System and conveyor System that is needed must be Steris manufactured to be installed on the washer.

The AcuDose Chemistry Dosing is designed to deliver precise dosing of concentrated cleaning chemistries during manual cleaning while providing integrated reporting capabilities to help ensure consistent reprocessing success.

Part Numbers are as followed:

• FD598 AcuDose System For SCS & 7000HP Washer

• FD643 SCS Panels for AcuDose System

• FD642 SCS Mounting Kit for AcuDose System

The AcuDose has a proprietary design, allowing the system to hold the chemistry containers inside of the washer disinfector. The chemistry bottle is designed with an inverted cap, that not only prevents spilling, but prevents topping-off with old chemistry. The AcuDose design prevents staff from placing chemistry in the wrong location, with a unique key at the cap that only fits in the correct location.

Part Numbers are as followed:

• SCSL053 Standard SCS Single Load and Unload with Self Docking TC Adapter

• SE602462 Install SCS Conveyor 4 Module

The STERIS washers are only compatible with the STERIS SCS Conveyor system. This promotes an automated system to reduce manual handling, enhance productivity, and promote excellent ergonomics for staff.

Part Numbers are as followed:

• SE1016810045 1st Year Preventive Care Connect AMSCO 7052HP

STERIS OEM parts utilized in the Preventative Care undergo industry standard reliability testing and are dependable and made with high-quality materials. With an average of 12

Revision: 02 Page 3 of 3 Effective Date: 12/30/2025 Acquisition ID# VA-26-00036236 years of experience and over 200 hours of training, Service Technicians provide the knowledge and expertise to perform thorough Preventative Maintenance on the equipment.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted in accordance with FAR Part 10 and included a review of commercially available washer-disinfectors capable of supporting SPS operations. We will acquire the AMSCO Washer through SAC Contract 36C10G25D0002. The additional items, Acudose, conveyor system and preventative maintenance still need to be procured. They’re on the current washers in the facility.

Based on the proprietary nature of the AMSCO 7052HP Washer, compatibility requirements, STERIS is the only responsible source capable of fulfilling this requirement. Awarding this requirement on a single-source basis is in the best interest of the Government and is consistent with FAR 6.302-1 and applicable VAAR provisions.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
