Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, NCO 6, Asheville VA Medical Center, 1100

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
WayaHealth virtual reality (VR) platform on head-mounted VR hardware provided by vendor as a package. This particular system was originally made available to CGVAMC through a SAC contract through VACO as part of a VHA Innovation Ecosystem pilot. This system includes the head-mounted display, handheld controllers, and embedded software content developed by and for healthcare professionals to supplement care.
Waya Health has provided a quote for the following:
VR Bundle- software subscription and hardware rental 4 units × $2,600.00 = $10,400.00 [BASE YEAR], includes
- 1-year Waya Health Platform and use-case content
- 1-year hardware rental of Pico Neo2, tablet/laptop, and storage case
- Quote additionally provides 4 option years.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The WayaHealth VR platform has been in use at the Asheville VA Medical Center since 2018 abd continued use is required to ensure the integrity of patient outcome data collected (greater than 500 VR sessions completed). Any other system would be interoperable and would cause the loss of access to previous data collected. The subscription for both the hardware and software ensures that the VA will still have access to historical data and continuously beneficial software content specifically while not being locked into obsolete hardware.
4. Description of market research conducted and results or statement why it was not conducted:
Additional market research was not conducted because this particular system is the only one that meets the needs related to data integrity ensuring continuity of care to patients.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
