About this file

This is a Justification for Single Source Awards document from the Department of Veterans Affairs for a brand name only Request for Quotation (RFQ) for a Stryker System 9 Surgical Power System.

The VA Central California Healthcare System (VACCHCS) seeks to procure a Stryker System 9 Surgical Power System to replace its obsolete Stryker System 7. The justification establishes that only the Stryker brand satisfies the Government's minimum needs due to compatibility requirements with existing surgical equipment, sterilization processes, and clinical workflows across orthopedic, cardiac, and trauma surgical specialties. Procuring alternative manufacturer systems would result in substantial duplicative costs for new handpieces, attachments, sterile processing trays, chargers, and battery ecosystems, along with significant indirect costs including expanded workflow requirements, new staff training, increased maintenance complexity, and parallel sterilization cycles. The anticipated solicitation will be a firm-fixed-price contract treated as an unrestricted brand name RFQ competed on the open market under FAR 12.102, exempt from FAR Part 6 requirements. The contracting activity is the Department of Veterans Affairs, Regional Procurement Office West, VISN 5, Network Contracting Office 21 (Acquisition ID 36C261-26-AP-4079). Market research identified multiple prior Stryker System 9 awards on GSA Federal Supply Schedule contract 36F79720D0041 and other VA contracts. The Rule of Two is met, and a Small Business Set-aside Brand Name only RFQ on the open market is recommended. The Contracting Officer, Mathew B. Czeshinski, certified approval of the purchase in accordance with FAR 13.106-1(b), with an effective date of December 30, 2025.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 12.102 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C261-26-AP-4079 JOFOC Tracker ID: FY26 - NCO 21 - 1749

1. Contracting Activity: Contracting Activity: Department of Veterans Affairs, Regional Procurement Office West (RPOW), Veterans Integrated Service Network (VISN) 5, Health Service Area (HSA) 52, Network Contracting Office (NCO) 21, VA Central California Healthcare System.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This action is being treated as a brand name only unrestricted RFQ to be competed on the Open Market for a Stryker System 9 IAW FAR 12.102 Acquisition of Commercial Products and Commercial Services, where acquisitions conducted are exempt from the requirements of FAR Part 6, but still requires a justification using the format of FAR 6.303-2.

VACCHCS requires a new Surgical Power system to replace its current Stryker System 7. Due to compatibility concerns, this will be a brand name only action. The anticipated solicitation will result in a firm-fixed-price contract. Failure to procure a compatible replacement system would adversely impact surgical operations by preventing continued use of the existing Stryker instrumentation platform. The estimated value is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The purpose of this procurement is to acquire a Stryker System 9 Surgical Power System for use within the Operating Rooms at VACCHCS. This system is required to replace the obsolete and unsupported Stryker System 7 platform and restore full surgical power capability across orthopedic, cardiac, and related surgical specialties. The required replacement system and accessories must be fully compatible with existing surgical workflows, sterilization processes, clinical needs, and operating room configurations.

In order to maintain full compatibility with the existing surgical equipment, the Stryker brand name is required for this procurement. Procuring a different brand would be uneconomical and operationally disruptive, as VACCHCS utilizes the Stryker 8

Effective Date: 12/30/2025 Page 2 of 3 Acquisition ID# 36C261-26-AP-4079 system on exclusively on site and has a significant platform of Stryker equipment that must be compatible with the upgraded surgical power system. Standardization of the Stryker platform ensures interoperability, minimizes training burden, and supports continuity of operations.

The Stryker System 9 is a highly specialized, integrated surgical power system designed to meet the demanding requirements of orthopedic, spine, and trauma procedures. Its advanced torque control, battery performance, ergonomic design, and compatibility with the facility’s existing surgical instrumentation make it uniquely suited to the clinical needs of VACCHCS. Procuring a different manufacturer’s system would result in substantial duplicative costs, as an alternative platform would require the purchase of new handpieces, attachments, sterile processing trays, chargers, and battery ecosystems that are not interoperable with the current Stryker inventory. In addition to the direct equipment expense, transitioning to a different system would impose significant indirect costs, including expanded workflow requirements, new staff training, increased maintenance complexity, and the need to maintain parallel sets of sterilization cycles and total cost of ownership well beyond that of continuing with the Stryker system 9 platform. Standardizing equipment to the Stryker platform therefore provides the most economical and operationally sound path forward, ensuring compatibility, minimizing risk, and supporting continuity of surgical operations. Accordingly, only the Stryker System 9 satisfies the Government's minimum needs described in Section III above without the Veteran's Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.

4. Description of market research conducted and results or statement why it was not conducted: The CO reviewed the following sources: the Supply Chain Master Catalogue (SCMC), the General Services Administration (GSA) Advantage and eLibrary, ADDs UP, Small Business Administration’s (SBA) search tool, the System for Award Management (SAM), and the National Acquisition Center (NAC).

SBA was reviewed searching NAICS 339113 where 1,214 SDVOSBs and 1,308 Veteran Owned Small Businesses (VOSBs) were found.

GSA Advantage was reviewed where several of the needed items were found on FSS contract 36F79720D0041.

SAM.gov was reviewed where a brand name JOFOC was found for a Stryker System 9 under notice ID 36C24426P0274. The JOFOC explained that Stryker had 2 SDVOSB distributors ( ) and that a brand name justification on the open market (no set-aside) was prudent to fulfill the Government’s needs. The action was awarded to in the amount of

. Additionally, a JOFOC for a brand name justification was found under award ID 36C24426P0218, which also advocated for an unrestricted brand name

Effective Date: 12/30/2025 Page 3 of 3 Acquisition ID# 36C261-26-AP-4079 solicitation to be competed on the open market for tools apart of the Stryker System 9; it was awarded in the amount of to

The CO reviewed the station’s purchase request package, which contained an informal quote for a Stryker System 9 package from also has an eCAT contract with some of the needed items SPE2DH25D0013; the VA cannot use this contract per policy due to the availability of and Stryker’s FSS contracts

ADDs UP was reviewed:

• 36F79720D0041 36C24826N0503 was found, awarded to in the amount of for Stryker System 9 Dual Trigger Rotary Handpieces.

The NAC was reviewed, contract number 36F79720D0041 awarded to was identified and contains the required surgical power system.

The CO reached out to the OEM via email on 06/15/2026 to obtain a list of authorized distributors, Country of Origin, and any available contracts. The OEM responded on the same day stating that as authorized distributors, the items are available on the Federal Supply Schedule (FSS), and that the items are manufactured in the US.

The SCMC was reviewed where contract was found (36F79720D0041), which contains the needed items.

The Rule of Two is met, the NMR applies. Recommend a SB Set-aside Brand Name only RFQ on the Open Market IAW FAR 12.
