About this file
This single source justification document outlines requirements for a Sonosite PX ultrasound system for the Portland VA Medical Center. The justification provides details on the unique characteristics of the Sonosite PX system required to meet clinical needs such as portability with an adaptable stand, easy transducer access, comprehensive imaging modes, and integrated battery. Market research identified no other devices meeting all critical needs. Recent FPDS and VA contract awards for the same Sonosite system were within a competitive price range, supporting price reasonableness. As two or more SDVOSB were expected to submit offers at a fair price, the related solicitation was set aside for SDVOSB. The contracting officer certified the single source justification as accurate based on the market research and price analysis presented.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C260-23-AP-4017
1. Contracting Activity: Department of Veterans Affairs, Veterans Health Administration, RPO West, Network Contracting Office 20 on behalf of Portland VA Medical Center. 648-23-3-1465-0028
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
In accordance with FAR 13.106-1(b) and VAAR 819.7008 this is a brand name requirement for which there is only one source, and it will be competed between authorized distributors. In addition, the Sonosite PX Ultrasound System is portable with a stand that provides for adaptable positioning such as a hinged head to adapt to hard to reach areas, and has easy access to the transducer which is needed due to multiple connection ports. The device is all-inclusive with a comprehensive set of imaging modes. The device is compact as required by the facility due to the limited clinic space available. It also has a built in battery to extend time between charging to be more efficient in clinical use, and a cable management system to safely contain the transducer. The ease with which to device can be moved decreases the risk of injury to staff as compared to manually lifing an ultrasound without a stand. It also has locking wheels and closed storage areas for gel and disinfectants, and the stand is easy to raise and lower. Through Market research no other devices were found meeting all the above critical requirements.
4. Description of market research conducted and results or statement why it was not conducted:
Government widedatabases of contracts were searched. A search of FPDS revealed HTME IDIQ contract SPE2D1-17-D-0002, as well as awards to SDVOSB after SDVOSB set-aside. A search of the VA VIP database revealed 8 SDVOSB vendors potentially capable of supplying this requirement.
Sources Sought Notice 36C26023Q0794 was posted from 07/06/2023-07/12/2023 revealing 4 SDVOSB and 1 WOSB authorized distributors.
FPDS was searched to eatablish price reasonableness and revealed awards to Fujifilm Sonosite as well as SDVOSB within competitive range of each other in 2022. Fujifilm Sonosite provided a

Last Updated: 02/01/22 Page 2 of 2 courtesy quote to the requiring facility quoting the list price of this Ultrasound system at with a an IDIQ price of This IDIQ was in effect when contract SPE2D117D0002 36A79722F0358 dated 09/14/2022 for was awarded to Fujifilm Sonosite for the same ultrasound system. It is not uncommon for highly technical devices to go down in price over time.
Because the awards are within competitive range, and pursuant to VAAR 819.7006 it is in the best interest of the Government to set this acquisition aside for SDVOSB as there is a reasonable expectation of receiving offers from 2 or more SDVOSB that are capable of performing the requirement at a fair and reasonable price.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
