About this file

This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) for emergency construction services issued by the Department of Veterans Affairs. The contract is for repairing two sinkholes at Building 7 of the Doris Miller VA Medical Center in Waco, Texas, due to recent rainfall causing safety hazards for patients and staff. The justification identifies 360 Degree Turn Around Construction Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB), as the sole local contractor capable of immediately responding to the urgent repair needs.

The contract was awarded under an unusual and compelling urgency exception (FAR 6.302-2), with a total value of $85,895.00, to be executed on 07/15/2025. Market research confirmed multiple SDVOSB/VOSB options in Texas, but 360 Degree Turn Around Construction was selected due to its local presence and ability to rapidly address the emergency construction requirements. The procurement was conducted by the VA Regional Procurement Office West, Network Contracting Office 17, on behalf of the Central Texas Veterans Healthcare System.

1. Contracting Activity:

Department of Veterans Affairs, Regional Procurement Office West, Network Contracting Office

(NCO 17) on behalf of the Central Texas Veterans Healthcare System (CTVHCS), Doris Miller VA

Medical Center 4800 Memorial Dr. Waco, TX 76711, proposes to enter into a contract on the basis of other than full and open competition to provide labor and materials for the emergency construction services to repair 2 sinkholes at building 7.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Work performed will be performed at the Doris Miller VA Medical Center at the address listed in number 1 above. The contractor shall be responsible for providing labor, materials and equipment for the construction services required to repair the sinkholes.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

With the recent rains, two sinkholes have developed on site and the area drain at the entry to bldg. 7 has been flooded. The sinkholes represent a life safety issue for patients and staff navigating the site.

The flooded area drain also represents a navigation hazard and life safety issue as this area drain is flooding the entry to the blind rehab and prosthetic lab.

Due to this unusual and compelling urgency (FAR 6.302-2) affecting patient and employee safety, we needed to find a local source to complete the emergency requirement.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted immediately through SBA DSBS and the local COR. The market research shows there were multiple SDVOSB/VOSB options in Texas. However, we needed a local contractor who can respond immediately. 360 Degree Turn Around Construction Inc., a VetCert verified SDVOSB, is already established in the local area and immediately respond to the

Governments needs and has the necessary personnel, organization, skills, and resources to perform the emergency construction repairs.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
