About this file
This document is a Justification for Single Source Award under Simplified Acquisition Procedures (SAP) for an emergency electrical repair contract at the Leeds VA Medical Center. The Department of Veterans Affairs, VISN 1, Leeds VAMC requires the immediate replacement of a failed electrical life safety transfer switch in Building 6A, which houses the PTSD unit. The estimated contract value is $38,208. The justification cites the need for a local, qualified vendor who can respond quickly to restore power and comply with NFPA and OSHA codes. Market research found no other vendors capable of meeting the emergency requirement. The VA intends to award a firm-fixed price contract to The Collins Electric Company, Inc. without competition under the authority of FAR 6.302-1. Interested parties may submit information by March 29, 2024 to be considered for the sole source award.

1. Contracting Activity: RPOE, NCO 1, 950 Campbell Ave., West Haven, CT 06516 on behalf of

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Emergency repair to replace a failed electrical life safety transfer switch at building 6A at Leeds VAMC. In the event of a power outage, the switch safely transfers power over to the emergency electrical system. Building 6A is the PTSD unit, and it is imperative to patient safety and well-being that there be a constant flow of power at all times. If there were a fire and power were interrupted, the hallway and stairwell would not have lights; with a dark smoke-filled path, people could become trapped in the building. Not having a system in place would make the VA not up to code with the following National Fire Protection Association (NFPA) codes: 70, National Electrical Code, 99, Health Care Facilities Code, 101, Life Safety Codes, and 110, Standard for Emergency and Standby Power Systems. The Occupational Safety and Health Administration (OHSA) and The Joint Commission Standards enforce these codes and could open us up to code violations. Estimated cost: $38,208.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to the fact that this is an emergency requirement, services need to be complete as soon as possible. The Collins Electrical Company is a local company and was able to be on site quickly to assess the situation and complete the repair. The are familiar with the VA systems and are registered in SAM.gov.
4. Description of market research conducted and results or statement why it was not conducted:
Searched VetCert using NAICS 335313 resulted in 110 results no of which can meet the services needed. Searched Vetbiz using NAICS 33513 keyword electric with restricted to Massachusetts resulted in zero matches. Searched DSSB using NAICS 335313 keyword electric restricted to Massachusetts resulted in 1 SB that could not meet the services needed.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
