About this file
This is a Justification for Single Source Award document from the Department of Veterans Affairs for RFO 12.201-1.
The Department of Veterans Affairs, RPOE NCO 1 on behalf of Manchester VA Medical Center (VISN 1), is seeking to procure one Cenorin Model 350 Medical Devices Dryer for the Sterile Processing Services (SPS) department. The estimated acquisition amount falls over the micro-purchase threshold but not exceeding the simplified acquisition threshold. The intended use of this equipment is to provide validated drying of reusable medical devices, instrumentation, and lumened equipment following decontamination and washing in accordance with manufacturer instructions for use (MIFU) and infection prevention standards. The dryer is necessary to support daily clinical operations by ensuring medical devices are properly dried before sterilization and storage, thereby reducing the risk of retained moisture, contamination, and delayed instrument turnaround.
The Cenorin Model 350 Medical Device Dryer is justified as a single source award because it is a direct replacement for the currently installed Cenorin device that has reached end-of-life status. The equipment is specifically designed for high-volume medical device drying and is compatible with existing SPS workflow, infrastructure, and operational requirements at Manchester VAMC. Alternative equipment from other manufacturers would require additional compatibility evaluations, workflow modifications, staff retraining, and potential facility alterations, which could negatively impact patient care operations and SPS productivity. Market research via SBA small business search using the keyword "Cenorin" yielded zero results for small disadvantaged businesses or veteran-owned small businesses. The OEM confirmed that Trillamed, an SDVOSB, is their sole reseller, and no GSA or VAFSS contract exists for Cenorin products. The contracting officer certification is dated June 11, 2026.
