Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

1. Contracting Activity:
Department of Veterans Affairs (VA), National TeleEEG and Epilepsy Program (NTEEG-EP or TeleEEG Program), based out of VA Boston Healthcare System, 150 S Huntington Ave, Boston, MA 02130, requires procurement of electroencephalogram (EEG) acquisition equipment and associated software in coordination with Network Contracting Office (NCO) 1. The requirement supports the national TeleEEG enterprise and VA medical centers that rely on standardized EEG acquisition, transfer, storage, and remote physician interpretation workflows. Funding: 523-26-4-1487-0085
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
NTEEG-EP, through VA Boston HCS/Jamaica Plain VA Medical Center, has a bona fide need to purchase five (5) Natus EEG/Sleep acquisition desktop stations with mobile carts and Natus NeuroWorks version 10x acquisition software. These acquisition stations are required to expand and sustain standardized EEG study capture for participating VA sites and to ensure studies can be transmitted, accessed, and reviewed by TeleEEG physicians through the existing national Natus/NeuroWorks environment. The systems must integrate into the current VA TeleEEG software, server, and clinical workflow environment with minimal additional infrastructure, configuration, training burden, or disruption to patient care. This procurement includes new Natus EEG/Sleep acquisition systems, mobile carts, required peripherals, NeuroWorks version 10x acquisition software, and associated device-specific setup/configuration, initial operational validation support, and staff training, as described in the accompanying Statement of Work (SOW).
Consistent with the SOW, the contractor shall store the equipment for up to one (1) calendar year after award and ship directly to identified facility sites within fifteen (15) days of an NTEEG-EP delivery request; all VA network connection and VA system access activities shall be performed by VA Biomed/HTM and/or VA OIT personnel, and no contractor access to VA information systems, PHI, PII, or VA sensitive information is anticipated. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The required equipment and software must be Natus Medical Inc. brand equipment because the acquisition stations must be fully compatible and interoperable with the existing Natus EEG systems, Natus amplifiers, NeuroWorks software environment, national TeleEEG servers, reader workflows, archived studies, replacement parts, accessories, and established clinical procedures already deployed across the national program. Natus Medical Inc. is the sole manufacturer of NeuroWorks version 10/10x software, and Natus EEG amplifiers and related acquisition components are proprietary devices designed and validated by the manufacturer to operate with Natus NeuroWorks software; non-Natus amplifiers and acquisition hardware cannot natively acquire, store, and transmit studies in the NeuroWorks format used by the national TeleEEG server environment.
