The Sacramento Veteran’s Affairs Medical Center located at 10535 Hospital Way Mather, CA 95655 is requesting the procurement of one Brand Name Only, AC3 Intra-Aortic Balloon Pump for the Cath Lab. An Intra-Aortic Balloon Pump (IABP) is a therapeutic device used during Cath Lab procedures to help the patient’s heart pump more blood throughout the body. This equipment is necessary for the department to be able to perform Percutaneous Coronary Interventions (PCI) procedures.
2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Sacramento VAMC is requesting a AC3 Intra-Aortic Balloon Pump unit and is proprietary to
Teleflex INC.. An email confirming the propriety is uploaded in the eCMS Briefcase. VANCHCS currently has one AC3 Intra-Aortic Balloon Pump unit. This request is to procure an additional unit because the site now has two Cath Lab procedure rooms. Per the VACO National Cardiology office, the Cath Lab needs at least two Intra-Aortic Balloon Pumps (IABP) in order to add percutaneous cardiac intervention (PCI) services. The unit purchased must be able to be used Interchangeably between the two labs and all staff must be familiar with the operations of the unit. For consistency throughout the department, the service would like to maintain the same make/model with the additional IABP unit.

3. Description of market research conducted and results or statement why it was not conducted:
VANCHCS currently has one AC3 intra-aortic balloon pump unit. This request is to procure an additional unit because the site now has two Cath Lab procedure rooms. Per the VACO National
CS searched Vet Cert using keywords “Balloon Pump” and “339112” and found that there were thirteen (13) SDVOSB that populated. None of the vendors that were detected produces or distributes the (AC3 Optimus Intra-Aortic Balloon Pump) brand name item.
Teleflex is the only company that manufactures this proprietary requested item, and they are certified in SAM.gov as a large business under NAICS code 339112. Teleflex has one authorized vendor to distribute this product and is a Service-Disabled Veteran-Owned Small Business (SDVOSB). An email of this conversation is uploaded in the Briefcase.
4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
