3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Discontinuation of existing equipment: The SPS department at VA Butler Health Care System currently has an Olympic drying cabinet. However, the current Olympic drying cabinet, model M320 has been discontinued and the current drying cabinet is no longer supported by the company from which it was purchased. Instead, the company has chosen to concentrate their efforts on product lines exhibiting the highest synergies, notably in medical diagnostic devices. Consequently, there are no plans for the introduction of a replacement product.
Dimensional requirements: The new dryer cabinet must not exceed 38"W x 29.3"D x 96"H in order to fit into the existing footprint. Purchasing a unit that exceeds the stated dimensional requirements would require construction, which would cost the Government additional time and money. A larger unit would also reduce the work area surrounding the machine, which could impact the efficiency of the SPS department.
Special features: The SPS department requires a drying cabinet that can meet the following requirements.
Must have a HEPA air filtration system Must be a “pass-through” design, with doors on both sides of the cabinet. This allows items to be passed from the decontamination area to the sterile prep area through this cabinet.
Must have welded stainless-steel construction with tempered glass windows in hinged doors.
Must have fully adjustable shelves capable of holding up to 25 pounds. Shelves are vital, as this unit is used to dry reusable medical devices (RMD) and accessories.
Must have see-through doors and internal LED lighting.
4. Description of market research conducted and results or statement why it was not conducted:
A Request For Information (RFI) was posted to GSA eBuy and SAM.gov on 03/25/2025 and closed 04/02/2025. The RFI was posted as a ‘brand name or equal’ requirement and included a list of salient characteristics. A total of seven responses were received.

Conducted a search of GSA Advantage to identify SDVOSB sources of supply that could meet the requirements of the Statement of Need with products available on their FSS/GSA schedule. Contacted the identified SDVOSB vendors via email.
Contacted STERIS for a list of authorized distributors of the AMSCO Drying Cabinet:
Contracting compiled a list of brands/models of drying cabinets that could potentially meet the requirements of the statement of need, based on the results of the RFI and online searches:

3. Stainless Steel options by Medicus Health

6. Belimed Drying Cabinet 50 Series, Model 150
7. Steridium
8. Steelco ID 300 Instrument Drying Cabinet
Additional research was conducted using manufacturer websites and product literature. The following brands were eliminated:
Blickman series by UA Medical: Blickman has warming cabinets, but not drying cabinets.
Stainless Steel options by Medicus Health: Medicus Health has scope drying cabinets only. These are for hanging scopes and do not have shelves.
Steridium: Products are manufactured outside of the USA. Country of origin is Australia.
The following brands/models of equipment left on the list as potential alternatives were reviewed by mission partners at Butler:
1. Harloff SureDry, Model #SC8036TKDP-14
- This model will not meet the needs of the station, as it is meant for drying scopes. There are no shelves to place items on, only areas to hang scopes.
- Additionally, it is not a “pass-through” design, which is required so that items can be passed from the decontamination area to the sterile prep area through the cabinet. Doors are required on both sides of the cabinet, but this model only has a door on one side.
2. Terra Universal, Model # 2633-01-H
- This product is 40”W, which exceeds the maximum width requirement of
38”. A unit with a width of 40” would not fit in the existing space and would require a construction project.
3. Belimed Drying Cabinet 50 Series, Model 150
- This product is 35.5”D, which exceeds the maximum depth requirement of
29.3”. This product has a larger depth and housing the unit would require the facility to give up available working space.
4. Steelco ID 300 Instrument Drying Cabinet
- The double door pass-through version is 32.87”D, which exceeds the maximum depth requirement of 29.3”. This product has a larger depth and housing the unit would require the facility to give up available working space.
Based on the market research conducted, the only brand of equipment that has all of the required salient characteristics and meets the dimensional requirements of the facility is the STERIS AMSCO Drying Cabinet, Model # DCR200101.
