About this file
This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs (VA). The procurement involves Veteran Guest Internet Access (VGIA) for Buildings 98 and 140 at the VA Illiana Health Care System, with an estimated value of $39,448.36. The primary objective is to provide internet access for veterans receiving care, which is considered critical for managing personal business, entertainment, and maintaining connections with family and friends.
The VA proposes to sole-source the contract to Clear Vantage Point Solutions (CVPS), an Service-Disabled Veteran-Owned Small Business (SDVOSB) currently providing similar services through an existing TAC contract. Market research identified 638 potential SDVOSB vendors in the relevant NAICS code, but the justification emphasizes that using the incumbent will save money and reduce risks associated with network integration. The procurement is intended to be short-duration, with plans to update equipment and ultimately add the services to the existing TAC contract. The Contracting Officer, Richard Ruffin, certified the justification on August 19, 2025, with an effective date of November 15, 2024.

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252-24-AP-3704
1. Contracting Activity: Department of Veterans Affairs, VISN 12, VA Illiana Health Care System, 1900 E. Main St., Danville, IL 61832-5100.
Great Lakes Acquisition Center NCO12 115 South 84th St., 1st Floor Milwaukee, WI 53214-1476
Purchase order request 550-25-1-985-0011 in the amount of $39,448.36 was submitted in regards to this requirement.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Veteran Guest Internet Access (VGIA) for Buildings 98 and 140. Currently, Veterans receiving care in those buildings are without internet access. WIFI Internet access is a critical portal for Veterans which provides the means to manage their own personal business and provide a consistent source of entertainment, as well as allowing them to be closely connected to family and friends. The absence of WIFI internet directly impacts Veterans’ health by causing additional stress, depression, and isolation, thus the need to provide WIFI internest services where Veterans receive care. The current procurement is intended to be of short duration, 1) to update equipment as required and 2) provide VGIA on an interim basis while the services are added to TAC contract for VA Illiana.
The estimated value of the proposed action is $39,448.36.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The existing Veterans Guest Internet WIFI (VGIA) is being operated and maintained by Clear Vantage Point Solutions, LLC, an SDVOSB, through a Base +4 service agreement that was awarded 7/19/2022;
TAC order 36C10B22N10240018 which covers all previously installed equipment with exception of Buildings 98 and 140. Buildings 98 and 140 require equipment installation before the VGIA services and support may be assumed by the existing TAC contract via modification. If another vendor besides CVPS were to install the new WIFI networks, they would need to pay additional services to CVPS to validate their design to ensure interoperability and then they would need to pay CVPS an integration fee, internet connection fee and maintenance agreement to provide the existing 24x7 support and monitoring. All of this would need to be paid for a certain duration until the existing https://www.acquisition.gov/?q=/browse/far/13

Base + 4 agreement was modified to support this expansion. There is also the added risk that if there are any issues and/or maintenance work required on these new systems after installation, the VA would be responsible to pay additional funds to resolve them. Allowing CVPS to design, install, integrate, and maintain the expansion of the network to the existing VGIA will save the US government money by obviating the need for another vendor to pay CVPS for their services to complete these tasks. It will also de-risk any potential issues which may require additional funds to get CVPS to fix to ensure both networks are integrated to the existing system and can be supported by the existing Base +4 contract.
4. Description of market research conducted and results or statement why it was not conducted:
Search of SAM DSBS reveals 638 potential SDVOSB vendors with the capability and capacity to provide the sources sought under NAICS 541512 and focused search for “Information Technology Services”, thus the VA Rule of Two can be met. SDVOSB firm Clear Vantage Point Solutions is currently providing services sought on a TAC contract for VA Illiana, and the requested VGIA for Building B98 and B140 is intended to align with those services. As such, and based on justification, it is determined in the best interest of the government to proceed with a sole source to SDVOSB incumbent, CVSP.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
