About this file

This document is a Justification for Single Source Awards for the Department of Veterans Affairs, specifically for the Bedford VA Healthcare System. The procurement is for a Dentsply Primeprint 3D printer solution, estimated to cost $33,774.82, to be used in the dental clinic. The Primeprint is a specialized 3D printer designed to create medical-grade dental appliances, models, and prosthetics directly in a dental office, utilizing Digital Light Processing (DLP) technology and integrating with CEREC dental software.

The justification emphasizes the unique characteristics of the Primeprint system, including its closed-ecosystem with proprietary color-coded material cartridges and RFID tags, which prevent third-party resin use and ensure quality standards. The VA aims to standardize systems across medical centers, with Boston VA Healthcare already using similar Dentsply CEREC workflow solutions. Market research was conducted by contacting the OEM and searching for small business resellers, though no SDVOSB, VOSB, or SB resellers were found. The acquisition is planned for 11/15/2024, with the contracting activity being the Department of Veterans Affairs, RPOE, NCO 1 on behalf of VISN 1.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241-25-AP-4591

1. Contracting Activity: Department of Veterans Affairs, RPOE, NCO 1 on behalf of

VISN 1, Bedford VA Healthcare system.

2237: 518-25-4-7821-0140

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Bedford VA Health Care System is requesting a new Dentsply Primeprint 3D printer solution.

The Primeprint is a Dentsply Sirona 3D printer system designed to create medical-grade dental appliances, models, and prosthetics directly in a dental office, streamlining workflows for dentists and offering faster, more accurate, and custom-fit solutions for patients. It uses Digital Light Processing (DLP) to polymerize resins, features automated post-processing for clean and safe results, and integrates with digital dental software CEREC by Dentsply. This system provides a complete, enclosed, and highly automated process, from design and printing to washing and curing, reducing manual handling and improving patient care.

Having the 3D printer in-house will enable nightguards to be printed on-site rather than sending molds/files to the Central Dental Laboratory for printing. Veterans can now get seen with one visit instead of multiple. It is not easy for most veterans to have to come back and forth to the hospital numerous times. It also represents a significant cost and time savings for the Bedford VA Dental Clinic.

Estimated Cost: $33,774.82

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Primeprint systems are peculiar to the LB OEM Dentsply Sirona and represent the best value for the government.

The VA Bedford Dental Lab is purchasing the Dentsply CEREC Interoral Scanner via eCAT. The Primeprint 3D Printer will be part of an integrated system known as CEREC workflow software to be used in conjunction with CEREC Primescan Interoral Scanner, creating a seamless workflow system.

The Primeprint closed-system ecosystem.
