About this file
This document contains a justification for a single source award for a correction to the Heating Ventilation Air-Conditioning (HVAC) system at the Ioannis A. Lougaris Medical Center in Reno, Nevada. The project is needed to increase airflow exchanges in the Cardiac Cath Lab to meet VA guidelines at an estimated cost of $102,280.80. Due to an urgent need to reopen the closed Cardiac Cath Lab after deficiencies were discovered, the contracting office used a contractor currently under contract for other HVAC work at the facility. The contractor had the appropriate equipment and staff to complete the work in less than 30 days. The related federal contract opportunity was awarded on December 12, 2024 to an unknown vendor for an unknown amount under solicitation 36C26123C0007 for HVAC requirements and sterile storage humidity controls at the facility.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:_36C261-24-AP-1929_____________________
1. Contracting Activity: Department of Veterans Affairs, VISN 21, Ioannis A. Lougaris Medical Center, Reno, Nevada. Funding document 654-24-2-6059-0030.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
A correction to the Heating Ventilation Air-Conditioning (HVAC) system is needed to increase the airflow exchanges in the Cardiac Cath Lab to meet VA Guidelines, cost is estimated at $102,280.80.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Upon completion of construction project Reno Radiology Renovation, it was found that the air flow exchanges were deficient in the Cardiac Cath Lab causing theVA Sierra Nevada Healthcare System to close their Cardiac Cath Lab until the airflow could be corrected. The source of the deficiency was undetermined and could have been a latent defect from a previous project. The Architect Engineer of record assisted with a solution to correct the airflows. Due to the urgency in re-opening the Cardiac Cath Lab, we used a contractor currently under contract to evaluate and correct HVAC systems at other locations throughout the hospital for the Sterile Process Service (SPS).
4. Description of market research conducted and results or statement why it was not conducted:
Market research was not conducted, as we had an urgent need and a contractor who was competitively awarded a project consisting in big part of HVAC work was in progress. They had the appropriate equipment and staff to complete the work in less than 30 days.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The price has been determined to be fair and reasonable in accordance with FAR 15.403-1 (b)(2)(v) Comparison of proposed prices with independent Government cost estimates.
