About this file

This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs, Buffalo VA Medical Center, seeking approval for a sole source procurement of law enforcement equipment.

The Buffalo VA Medical Center Police Department requires three Parabit Systems Law Enforcement Podiums with an estimated value of $97,250.00. Two podiums must be ballistic-rated while one will be non-ballistic-rated. These custom podiums are manufactured from powder-coated metal rather than wood, designed for high-traffic secure environments, and feature ADA-compliant accessible designs suitable for security and screening operations. The justification establishes that Parabit Systems, Inc. is the original equipment manufacturer and sole source capable of providing these items, as the facility currently utilizes Parabit podiums and requires seamless integration with existing infrastructure to maintain consistency in hardware, functionality, and security protocols.

Comprehensive market research was conducted across multiple databases including GSA, FPDS, DSBS, and Adds Up. Searches for "law enforcement podium," "police podium," and "Parabit" through GSA returned zero results. While searches for general "officer podium" terms yielded multiple vendors, none met the specific requirements. FPDS searches identified 75 past police contracts for the VA but zero Parabit or podium-specific contracts. DSBS located only one SBA-certified small business with Parabit capability. An intent to sole source was posted on May 4, 2026, as part of the market research process. Contracting Officer Jonathan Kilgore certified the purchase as compliant with RFO FAR 12.201-1 for acquisitions exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold, with digital signature dated May 5, 2026.
