Summary: Single Source Justification for Brand-Name Handrail System
This document is a Justification for Single Source (Brand-name Only) Award under FAR 13.106-1 for a procurement between the Micro-Purchase Threshold and Simplified Acquisition Threshold. The Department of Veterans Affairs, VISN 22 Network Contracting Office, is procuring 10,000 linear feet of Acrovyn 4000 Woodgrain/Brushed Metal Handrail (Model HRB-4CPN) with 600 matching end caps in Color 1312 Burmese Teak, including mounting components and accessories, for the Greater Los Angeles VA Medical Center. The estimated contract value is $231,166.00. The required components include the HRB-4CPN handrail profile with 1½" grip surface and 5½" face, an Integrated Quick-Lock Mounting System, color-matched continuous covers with recycled bumpers and aluminum retainers in 10-foot lengths, and matching Acrovyn 4000 end caps.
The justification establishes that Construction Specialties (CS) is the sole manufacturer of the Acrovyn 4000 system and that the handrail is the current standard installed throughout approximately half of the medical center, including 3 West, 3 South, ICU/PCU, and the Emergency Department. The document demonstrates that substitution with alternative systems would require complete removal and replacement costing more than 200 percent of the current system cost, with patching and painting alone estimated to exceed $160,000. Market research encompassed 300 SDVOSB/VOSB vendors, 6 small business vendors, SAM.gov Sources Sought postings, GSA Advantage, UNICOR, and AbilityOne searches, all yielding no equivalent or compatible products. The contracting officer certified approval on July 1, 2026, confirming that the VA Rule of Two and SBA Rule of Two requirements are not met and that no alternative sources exist to satisfy the agency's needs.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for MPT up to SAT

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source (Brand-name Only) Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C262-26-AP-5193
1. Contracting Activity: Department of Veterans Affairs, VISN 22 Network Contracting Office (NCO 22), in support of the Greater Los Angeles VA Medical Center located at 11301 Wilshire Boulevard, Los Angeles, CA 90073.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
2.1. The VA requires the purchase of 10,000 linear feet of Acrovyn 4000 Woodgrain/Brushed Metal Handrail, Model HRB-4CPN, and 600 matching end caps, all in Color 1312 Burmese Teak, including all mounting components and accessories. The estimated value is $231,166.00.
2.2. Required brand name: Construction Specialties (CS) – Acrovyn 4000 Handrail System, Model
HRB-4CPN.
2.3. Required components:
2.3.1. HRB-4CPN handrail profile with 1½" grip surface and 5½" face
2.3.2. Integrated Quick-Lock Mounting System
2.3.3. Color-matched continuous covers, recycled bumpers, and aluminum retainers (10-ft lengths)
2.3.4. Matching Acrovyn 4000 end caps
2.3.5. Color 1312 Burmese Teak
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The required handrail system is manufactured exclusively by Construction Specialties (CS) and represents the current standard installed during recent remodel projects within the facility. This system is already deployed throughout approximately half of the medical center, including 3 West, 3 South, ICU/PCU, and the Emergency Department, and is fully integrated into the facility’s interior finishes and infrastructure.
Use of any alternative handrail system would necessitate the complete removal of the recently installed assemblies and replacement with non-standard components. Such substitution would result in extensive structural and cosmetic repairs, including patching, painting, and wall restoration.
These additional labor and material requirements would exceed 200 percent of the cost of continuing with the existing CS system, with patching and painting costs alone estimated to exceed $160,000 due to differing attachment methods and the scale of required rework.
The facility also maintains in-house stocked CS components, ensuring consistency in infection control, patient safety, and operational efficiency. Standardization eliminates the need to manage multiple handrail types, prevents delays associated with identifying compatible components, and avoids reliance on unverified or third-party vendors.

Facility staff assigned to the Station Level Project Team are trained and certified to install the CS handrail system. This capability eliminates the necessity for contractor support subject to prevailing wage requirements and overhead markups, producing substantial cost avoidance and enabling faster maintenance response times.
The Acrovyn 4000 handrail system’s Quick Lock Mounting technology allows efficient removal and reintegration of components for repairs, repainting, and routine maintenance without damaging wall surfaces. The system offers high durability, impact resistance, and long-term appearance retention. Its integrated rub-rail and handrail configuration supports ADA compliance, patient safety, and infection control needs.
Given these operational, technical, and cost-based considerations, no substitutions are acceptable.
The required system must incorporate the Quick Lock Mounting System and must match the facility-standard 1312 Burmese Teak color to maintain continuity with existing installations.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted in accordance with FAR Part 10, VAAR 810, and VAAM M810.
Key findings include:
4.1. 300 SDVOSB/VOSB vendors were identified under NAICS 326199, but none manufacture or distribute the required product.
4.2. 6 SB vendors were identified under NAICS 326199 and Keyword, “Handrail” combined search.
4.3. SAM.gov Sources Sought (05/19/26–06/01/26) yielded one SDVOSB expressing interest but without capability documentation.
4.4. Searches of GSA Advantage, UNICOR, AbilityOne produced no equivalent or compatible products.
4.5. Construction Specialties confirmed exclusive manufacture of the Acrovyn 4000 system.
4.6. No small-business sources can meet NMR or LOS requirements.
4.7. No equal products identified that meet VA GLA’s performance, compatibility, or standardization requirements.
4.8. Therefore, the VA Rule of Two and SBA Rule of Two are not met, and no alternative sources exist that can satisfy the agency’s needs.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
