About this file

This document is a Justification for Single Source Award for a simplified acquisition procedure under the Simplified Acquisition Threshold (SAT) for contract 36C257-24-AP-2701.

The Department of Veterans Affairs, Regional Procurement Office West, Network Contracting Office 17 proposes to award a firm-fixed price contract to Johnson Controls Fire Protection LP to provide labor and materials to perform services on the existing Simplex fire alarm equipment at the Doris Miller VA Medical Center in Waco, Texas. The estimated value of the construction services is $33,525.70. The justification cites that the Simplex fire alarm system is proprietary to Johnson Controls, who is the only vendor authorized to make connections, program devices, install, commission, and program the equipment. Market research was conducted, and a fair and reasonable quote is expected from the sole source vendor. The related contract opportunity, Solicitation Number 36C25724Q0552, was awarded to Johnson Controls Fire Protection LP on May 10, 2024 for $24,040.00.

Engineering team contacted the contractor on the current Improve Fire Suppression contract at CTVHCS to obtain the Proprietary Letter of services. They are a large business and an exclusive vendor to the Simplex Fire Alarm Equipment. The government is expecting to receive a quote that is fair and reasonable.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
