About this file
This document is a Single Source Justification (SSJ) for a Simplified Acquisition Procedure (SAP) issued by the Department of Veterans Affairs for leasing a Siemens Magnetom Aera 1.5T MRI system. The West Haven VA Medical Center requires a mobile MRI scanner to maintain medical imaging capacity during a 3T MRI scanner upgrade, with a 123-day lease period from 08/01/2025 to 12/02/2025 at a total cost of $236,000 ($59,000 per month). The procurement is specifically for a Siemens mobile MRI unit due to staff familiarity, existing protocols, and consistent imaging standards across Veterans Integrated Service Network 1 (VISN1).
Market research was conducted using VetCert, GSA e-Library, and ADDSUP databases, with a Sources Sought Notice published on 07/14/2025. Two contractors responded to the notice, and a combined NAICS 532490 search produced no additional results. The justification emphasizes the unique characteristics of the Siemens MRI system, including its ability to prevent an estimated $500,000 in additional Care in the Community (CITC) costs by allowing approximately 900 MRI scans to be performed internally. The procurement is a brand-name only requirement, with the contracting officer certifying the justification's accuracy and completeness.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID# 36C241-25-AP-4157
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-25-AP-4157
1. Contracting Activity: Network Contracting Office 1, Regional Procurement Office East on behalf of the Department of Veterans Affairs, Veterans Integrated Service Networks (VISN) 1, West Haven VA Medical Center, 950 Campbell Avenue West Haven, CT 06516-2770. Funding 689-25-3-7933-0180.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, brand name requirement with no options. The Contracting Activity is looking to acquire all software, hardware, accessories, and coils for (1) Siemens mobile 1.5T MRI Scanner for four months.
The Siemens MAGNETOM Aera 1.5T RMI is a top-of-the-line 70 cm 1.5T system, MAGNETOM Aera offers a full range of applications. This Siemens MAGNETOM Aera 1.5T MRI Scanner is solely manufactured by OEM large business Siemens Healthcare Diagnostics, 511 Benedict Ave, Tarrytown, NY 10591 (UEI: GC14SNHB3JN1). Estimated Total Value The estimated period of performance is around 4 months (123 days) ideally from 08/01/25 - 12/02/2025.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The current 3T MRI scanner is greater than 12 years old and has come to the end of its service lifecycle. The MRI section routinely completes 6,800 MRI scans per year; about half of the MRI scans are completed using the 3T MRI scanner. The MRI section has been operated at capacity for many years, in fact West Haven VAMC currently spends about $1,000,000 in Care in the Community (CITC) charges to cover the MRI needs of West Haven VAMC. This lease will allow West Haven VAMC to continue to provide MRI scans at our current level during the 3T MRI scanner upgrade. The 3t upgrade is expected to take about 3-4 months. This lease will allow for some 900 MRI scan to be completed at VACT instead of routing them to CITC. Electing to send the displaced MRI scans to CITC would cost an additional $500,000. Leasing an MRI scanner (without staff) would cost $59,000/ month for a total of $236,000.00. The West Haven VAMC is requesting a 1.5T MRI for ease of reading and familiarity by Radiology staff. The Siemens MAGNETOM Aera 1.5T RMI is a top-of-the-line 70 cm-1.5T-gram system. MAGNETOM Aera offers a full range of applications and helps to provide a next level of patient care. In addition, MRI existing V1 protocols can be used, and Siemens has a direct transfer option. This is critical for West Haven VAMC Radiologist coverage and VISN1 as we move to a more decentralized (VISN) reading environment. VISN 1 has a history of excellent Siemens field service support in VISN 1, due to HTM/Biomed familiarity with these units.
They also have approved cybersecurity VLANs available for Siemens MRIs. The brand name Siemens mobile MRI unit is required since this unit is becoming the standard. The supporting off-site staff is familiar with the processes on how to read the transmissions because it’s the same unit being used locally, the Siemens MAGNETOM Aera 1.5T MRI Scanner. The procurement of another brand mobile MRI unit will result in additional training for the staff that will require additional cost and time.
