About this file

This document is a Single Source Justification form for a VA procurement of 16 Stryker Transport Stretchers for the Central Texas Health Care System, Temple VA Medical Center. The procurement is specifically for 30-inch Stryker stretchers with unique features including a retractable fifth wheel, four-sided brake and steer controls, fold-down siderails, and an optional knee component. The stretchers have a 500 lbs weight capacity and are designed to enhance patient care by improving mobility, safety, and comfort during medical transport and procedures.

The justification emphasizes the need for a single-source procurement due to the proprietary nature of the Stryker stretchers and the desire to maintain standardization across VA treatment areas. The stretchers will replace end-of-life equipment in the DPP/PACU area, ensuring continued safe patient care for veterans undergoing medical procedures like colonoscopies. The procurement aims to minimize staff retraining and ensure seamless transition, with equipment assembly and trash removal to be completed by the facility. Shipping and receipt of equipment is estimated at 120 days from award, and the vendor will provide a one-year warranty from the first day of use.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Brand Name Only

Acquisition Plan Action ID: 36C257-25-AP-2554____FY25-NCO-17-1147

1. Contracting Activity: Department of Veterans Affairs, VISN 17, Central Texas Health Care System, Temple VA Medical Center1901 S. 1st Street, Temple, Tx 76504-7451 and Network Contracting Office 17 VHA Regional Procurement Office-West (RPOW) 124 E HWY 67 Suite 100 Duncanville, TX 75137

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Stryker Stretcher, Transport is a retractable fifth wheel for improved mobility, and four-sided brake and steer controls for flexibility. It also includes fold-down siderails and an optional knee component for added patient comfort, with a weight capacity of 500 lbs. The Stryker stretcher provides center-locking brake system with dual end activators; the Stryker stretcher is also in line with facility building requirements when moving from room to room with thus ensuring there is not contact with the door frames or walls before or after their GI procedures. This supply is needed due to the end of life (EOL) of the current Transport Stretchers in the GI area.

The contractor shall provide all required supplies for Central Texas Health Care System, Temple VA Medical Center1901 S. 1st Street, Temple, Tx 76504-7451, equipment in accordance with specifications for the Stryker Transport Stretchers 30 supplies will be used in the facility.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Stryker 30-inch stretcher are part pf the Prime series collection designed to enhance patient care and reduces mobility options, electric functionality, and retractable fifth wheels for improved mobility and safety during transport. This system will help eliminate the need for unnecessary transfers by providing comfortable seated position, its offers pressure redistribution and comfort to aid in the treatment and prevention of pressure injuries to the patient. This particular system also consists of electric patient controls to include foot and operational controls. If the Stryker Brand Stretcher’s are not procured for the requested 16 stretchers, the Veterans will be referred to community for care for treatment, which may include Colonoscopy’s and/or recovery (surgical and/or procedural). Procuring the same brand will minimize the additional, if any training/retraining and or updated competencies, for a seamless transition from end of life to the new stretchers. The current reality of limited staffing and delayed or non-existent onboarding of new staff, the procurement will be seamless and unseen to the veteran patient population. Additionally, the standardization is preferred, if an emergency arises; the same stretcher is also currently used in the OR/Surgical area, and the patient may transition from DPP/PACU in situations where patient’s health may deteriorate. Standardization has been key with purchases for CTX consisting of the Stryker Transport Stretcher or the Stryker Prime Big Wheel Stretcher throughout CTX treatment areas, including but not limited to the Operating Room, Surgical Services, Radiology Dept (MRI), and Medicine Services. The replacement of the 16 end of life (EOL) stretchers DPP/PACU area will ensure continued safe patient care of the Veterans receiving medical procedures (i.e., Colonoscopies) and post-surgery treatment and monitoring. Staff education and competencies will remain consistent, if the same make/brand is procured, so only minor changes may need to be made due to any brand upgrades. This justification applies to the entire acquisition.

4. Equipment assembly will be completed by the facility, as well as trash removal. Shipping and receipt of equipment is estimated 120 days from award. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government ‘IT’ equipment and/or Government records.

5. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted but because the equipment is proprietary, there are no other vendors found that could support the requirements of the VA. This includes (but not limited to) The vendor shall include shipping, delivery, on site, define the need of staging, installation, protect all finished spaces and surfaces and installation damage, During the entire duration of assembly and installation, the vendor will have a competent representative on-site as the vendor’s contact, and to serve as the interface between the vendor and VANTHCS. The vendor will be responsible for paying for and repairing any damage or noted deficiencies to finished spaces and surfaces that occur because of the vendor’s (or associated sub-contractors) installation. The products shall be covered by vendor’s standard warranty terms and provisions, provided, however that the warranty coverage shall be no less than the following: The Vendor shall provide a warranty certificate/form stating the warranty period, terms, and information required to initiate the warranty. The warranty period set forth therein shall run for one year following the first day of use at VANTHCS.
