Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 08, Bay Pines VA Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The contractor will provide service to complete a chemical cleaning and fill replacement for Chiller #1 and #2 at Building 46 VBA. Cost of this action is $176,366.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: There are no unique characteristics that limit this procurement to only one source. Due to the emergent nature of this request, the vendor chosen currently holds the annual chiller maintenance contract for our facility. They have intimate knowledge of our facilities equipment and can provide this service to restore VBAs chillers to optimal working condition immediately.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was not conducted due to the emergent nature of this request. The chillers at VBA Building 46 are continuously starting and stopping due to build up of varying debris. This combined service will alleviate the stress upon the chiller systems and restore them to normal working condition. Failure to complete this service emergently will cause equipment temperatures to continue running high, which is leading to the equipment to inadvertently shut down and may cause long term damage to the equipment.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. S19
