VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-24-AP-1886

1. Contracting Activity:

Department of Veterans Affairs, VISN 06, Salem VA Medical Center 1970 Roanoke BLVD Salem, VA 24153

PR: 658-24-2-4200-0067

2. Brief Description of Supplies/ Services Required and the Intended Use/Estimated Amount: The Salem VAMC Police require use of a Pistol and Rifle Range to comply with training requirements.

These requirements are monthly and the use of an indoor range will ensure the planned training will be conducted timely. The cost of the use of the SafeSide Tactical Range for twelve months for a total of 75 hours is $9375.00 ($125 Hourly). Safeside gives a 10% discount which would total $8437.50 for the 2024 contract.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Salem VAMC Police are issued a pistol and long rifle (AR15) for patrol.

The annual training requirement for the pistol is 900 rounds fired and the long rifle is 200 rounds fired. There is also low light (night) firing training requirements that also must be accomplished.

SafeSide Tactical has two indoor ranges 25 yards and 110 yards deep and this will allow the VA Police to fire the long gun on both of the ranges. SafeSide will allow the VA Police to conduct the low light training on the range by controlling the lights on the range. SafeSide also has a mat room for ground defense recovery (GDR) training and a “shoot” house that is set up for tactical training with Airsoft training weapons. These two additional rooms will allow multiple trainings to be accomplished cutting down time for the officers during training. SafeSide Tactical is flexible with range times and has long operating hours. This will allow for last-minute issues that may arise when an officer must be at the range to qualify. The hours of operation and the flexibility to use the range will also greatly reduce overtime costs to the service.

4. Description of market research conducted and results or statement why it was not conducted:

The Salem VAMC Police had been using the Salem City Firing Range since 2001. The annual dues to use this range are over $10,000 annually. All though the VA Police were members, the dates had to be requested for use months ahead of training. If there was bad weather, the VA Police must reschedule due to this being an Outdoor Facility. Also, the Salem City Council must approve all-night firing. By using the Salem range, officers are subjected to the elements for up to six hours of training and there is only one outdoor restroom availble at the range. There are no other indoor ranges within ten miles of the Salem VAMC that allow long guns to be fired and no other 100+ yard indoor ranges within a ten mile radius.
