VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source
Attachment 1: Single Source Justification for SAP under the SAT
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-24-AP-1762
1. Contracting Activity: Network Contracting Office 1, Regional Procurement Office East, on behalf of the Department of Veterans Affairs, VISN 1, Jamaica Plain VA Medical Center Logistics Department, 150 South Huntington Avenue, Boston, MA 02130-4817. Funding 523-24-2-1512-0007.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: A STERIS InnoWave Ultra+ Sonic Irrigator inclusive of installation, de-installation, disposal, Total Care Connect, and InnoWave Ultra+standard Basket. The STERIS Innowave Ultra+Sonic Irrigator is designed to thoroughly clean (remove tissue, blood, and other contaminants from) a variety of reusable surgical instruments prior to sterilization. $71,328.92
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The current STERIS InnoWave Ultra+ Sonic Irrigator being used is approaching its end of life and needs replacement. Replacing this unit with the same brand name is imperative to avoid delays due to training on a new system or potential constructions costs associated with space limitations. The new STERIS InnoWave Ultra+ Sonic Irrigator being requested has been confirmed to fit in the current space by onsite engineering staff. Additionally, there is a contract in place with engineering for maintenance of the machine.
4. Description of market research conducted and results or statement why it was not conducted: A search on FPDS was conducted using keyword “Innowave” which resulted in 5 SDVOSBs. An additional search on FPDS was conducted using keyword “steris sonic irrigator” and 2 potential SDVOSBs were identified. An additional search was conducted on DSBS with the keyword Steris and A-89 code for sterilizer and sanitizer equipment which resulted in 18 SDVOSBs listed. A market research survey email was sent to a sampling of SDVOSBs identified to confirm capability and two responded yes, therefore enabling a SDVOSB set-aside for this procurement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
