About this file
This document is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs, VISN 20, Alaska VA Health Care System.
The justification is for the procurement of replacement parts for a 14-year-old DentalEZ RamVac RV10-23 dental vacuum system currently in use at the Anchorage VA Health Care System Dental Clinic. Due to the age of the system and limited space, the VA requires only to replace the worn parts rather than a full system replacement, which would be more costly and disruptive to patient care. DentalEZ is the sole manufacturer of the RamVac product line, and the parts are not available from any other source. The total contract value is $32,409.61, and the contract was awarded to DentalEZ Inc. on September 10, 2024.

1. Contracting Activity: Department of Veterans Affairs, VISN 20, 463, Alaska VA Health Care System 463-24-4-9961-0067 for $32,409.61.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The DentalEZ RamVac RV10-23 dental vacuum replacement parts for the current dental vacuum in use at the Anchorage VA Health Care System Dental Clinic.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The current dental vacuum system that is in use is 14 years old, which makes the pump and compressor 4 years past the manufacturor warranty. Due to space limitations and cost considerations, the VAMC requires only to replace the parts that have worn out due to mechanical & electrical wear and tear, and to reutilize the AERAS Tank, The Bison Otter Tank Platform, and the parts that don’t wear out, in its currect space. FMS has validated the statement regarding the renovation being necessary, and will not work for any other product.
This repair approach will save on room renovation and installation costs, and will save time, thereby reducing any interference to patient care. A full replacement of the existing unit would be more costly, would require a renovation and installation, which would negatively implact timely patient care.
DentalEZ is the sole manufacturer of the RamVac product line. RamVac is registered and recognized by FED.GOV. DentalEZ socioecomonic category is listed as Small Business in SAM.GOV.
4. Description of market research conducted and results or statement why it was not conducted:
Search of all mandatory sources did not result in any vendor capable of providing the RV10-23 replacement parts. RamVac RV10-23 can only be purchased from the manufacturer DentalEZ Inc. A copy of the proprietary letter in included in the briefcase.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
