About this file

This single source justification document outlines a proposed sole source award for protective equipment for police officers at the VA Long Beach Healthcare System. The solicitation seeks ballistic blankets and shields from U.S. Armor Corporation and Blue Ridge Armor on a brand name basis to ensure uniformity. The estimated value is $15,324. Market research identified U.S. Armor, Lionheart Alliance, and N.A.G. Industries as potential sources. The justification cites the need for compatibility with existing equipment and numerous potential small business suppliers. The contracting officer certified the single source as accurate and necessary. The related solicitation is for ballistic blankets and shields with reference number 36C26223Q1765 from the Department of Veterans Affairs VISN 22 for a proposed award prior to August 30, 2023.

Last Updated: 02/01/22 Page 1 of 3

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Acquisition Plan Action ID: 36C262-23-AP-7585

1. Contracting Activity:

a. Department of Veterans Affairs, Network/Program Contracting Office 22, located at Long Beach, CA, in support of VISN 22, VA Long Beach Medical Center, Long Beach, CA 90822.

2237 is 600-23-4-4147-0729.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

a. Officers at the VA Long Beach Healthcare System police department must wear protective gear during daily service. This order/procurement is to provide new equipment to new hires as well as replacement for present officers as their current gear expires. Estimated total cost is $ 15,324.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

a. U.S. ARMOR CORPORATION’s Ballistic Blanket and Blue Ridge Armor’s Shields have been provided to VA Long Beach officers. To ensure uniformity and a professional appearance as police officers interact with the public, the station requests that competition be restricted to just brand-name products.

b. It is both economical and efficient to get replacement components compatible with existing equipment at VALB Police Service. Additionally, there are numerous suppliers of the required items, therefore it is reasonable to assume that two or more of them will compete for this procurement and make offers at a fair and reasonable price.

4. Description of market research conducted and results or statement why it was not conducted:

a. Used VA’s VIP database to identify verified capable SDVOSBs and VOSBs. VIP query identified 301 SDVOSB and VOSB vendors Nationwide that could potentially compete for this procurement under same NAICS code 332999.

i. Result:

i. Despite thorough market research, only one certified SDBOSB and VOSB vendor was able to supply the required commodities in accordance with the Buy American Act. Several small company suppliers have GSA contracts that partially cover the necessary supplies. Additionally, one SB manufacturer/distributor (recommended vendor) and one SDVOSB distributor have open market pricing.

To ensure affordable pricing and encourage the widest available source to compete for this requirement, this procurement will proceed as a Small Business Set Aside, open market solicitation.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b) and

FAR 6.302-1. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
